Pay Grade: ADM480 Primary Purpose: Responsible for updating and implementing district policy and the overall management, strategic planning, development, evaluation, and implementation of district health and safety, operations, student services support, district-wide discipline, attendance, and parental engagement. Qualifications: Education/Certification: Bachelor’s degree or equivalent experience Principal Certification Superintendent Certification (Preferred) Special Knowledge/Skills: Knowledge of School Safety and Crisis management Knowledge of social and emotional student support Ability to implement attendance and truancy measures Ability to implement district-wide disciplinary measures Knowledge of continuous improvement process Excellent conflict resolution skills Oversee the adoption and updating of board policy, administrative regulations, and ensure appropriate implementation Ensure administrators understand requirements and knowledge of all laws, regulations, and policies Ability to interpret data and evaluate maintenance, transportation, child nutrition, and custodial operations Ability to manage budget and personnel Ability to implement policy and procedures Excellent communication, public relations, and interpersonal skills Experience: 3 years experience as a Classroom Teaching (Required) 5 years campus administrative leadership (Required) 3 years experience as a leader in district-level operations (Preferred) Major Responsibilities and Duties: Student Services Support: 1. Provide leadership in the development and implementation of an effective and efficient program of student services and support in the areas of fine arts, athletics, health services, campus support, and student management 2. Monitor student attendance percentages and provide guidance and intervention to campuses as needed. 3. Oversee the operations of the local disciplinary alternative education program. 4. Encourage and promote a district, school, and classroom management policy which assures effective, safe learning environments 5. Oversee the process for district-level student disciplinary appeals 6. Enforce an effective student attendance policy, ensuring that campus administrators provide strong focus on high level of student attendance 7. Oversee the School Health Advisory Committee (SHAC) 8. Ensure that school nurses provide appropriate care to students and training and care of staff 9. Oversee training and professional development for nurses and review to ensure its implementation 10. Ensure that all required reports and data related to student health is provided in a timely fashion 11. Track the involvement of all district students in co-curricular activities. 12. Provide leadership in district policy development. 13. Ensure district compliance with federal and state laws and regulations. 14. Establish and maintain effective support and communication between student support and other District entities. Operation Support: 15. Oversee the management of facilities maintenance, warehouse, child nutrition, and transportation operations of the district. 16. Incorporate district-level goals into operational objectives to ensure that students arrive at school and school activities safely and on time; receive nutritious meals; and attend school in an environment that is safe, clean, and conducive to learning. 17. Monitor and evaluate the operations departments on an ongoing basis to ensure that district needs are being met in an effective and efficient manner. Implement changes where appropriate. 18. Collaborate with architects and consultants during the design and planning phases of all construction projects to ensure compliance with the district’s specifications, design and construction standards, and building programs. Monitor the progress and compliance of ongoing construction projects. 19. Ensure that the necessary time, resources, materials, and technology to support accomplishment of department goals are available. Policy Management 20. Serve as the policy liaison between the school district and the school board. 21. Serve as district liaison to school law firm and coordinate any necessary review of issues (including real property), policy interpretations, or pending hearings/cases as needed. 22. Serve as district elections administrator and ensure board elections are conducted as outlined by the Texas Secretary of State. 23. Coordinate paperwork for district oil and gas leases. School/Organization Improvement 24. Develop, implement and monitor high performing work culture 25. Anticipate, manage, and resolve conflicts effectively 26. Employ an effective communication process, including listening 27. Demonstrate strong interpersonal skills 28. Demonstrate sensitivity, appreciation, and support for diverse cultural backgrounds 29. Monitor key data indicators for strong student support and address areas of needed improvement 30. Oversee the adoption and updating of board policy and ensure appropriate implementation 31. Maintain high visibility on campuses with frequent visits and interactions with administrators and teachers Communication 32. Ensure that established goals and expectations related to district operations are communicated clearly, consistently, and in a timely manner. Personnel Management 33. Evaluate job performance of subordinates to assure high levels of effectiveness. 34. Revise job descriptions as needed for department staff. 35. Assist with recruitment, selection, and training of personnel for department staff. Safety 36. Ensure that safety standards are maintained in conformance with federal, state, and insurance regulations and a district-wide preventive safety program is developed and implemented. 37. Follow district safety protocols and emergency procedures. Other 38. Prepare and deliver written and oral presentations on student operational issues to the board. Attend all regular meetings of the board. Supervisory Responsibilities: Supervise, evaluate, and recommend the hiring and firing of maintenance, transportation, warehouse, and food service supervisors and staff, and student operations department clerical staff.* Mental Demands/Physical Demands/Environmental Factors: Tools/Equipment Used: Standard office equipment including personal computer and peripherals Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting Motion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching Lifting: Occasional light lifting and carrying (less than 15 pounds) Environment: Frequent districtwide travel; occasional statewide travel; occasional outside work with exposure to extreme hot and cold temperatures, dust, noise, vibration, and chemical and electrical hazards Mental Demands: Work with frequent interruptions; maintain emotional control under stress *To meet the executive exemption test, the primary duty must be management and the employee must supervise at least two full-time employees.
