PRIMARY PURPOSE:



The Title IX Coordinator ensures district-wide compliance with Title IX of the Education Amendments of 1972, as well as applicable state and federal laws prohibiting sex, gender identity, and sexual orientation discrimination. This position is responsible for coordinating efforts to prevent, investigate, and respond to such discrimination and harassment affecting students, employees, and visitors.



The Coordinator leads implementation of policies, training, investigations, and awareness initiatives to create and maintain a safe, inclusive, and nondiscriminatory learning and working environment. This role requires exceptional judgment, strong interpersonal skills, and the ability to handle highly sensitive matters with discretion and professionalism.

MAJOR RESPONSIBILITIES AND DUTIES:


Title IX Oversight and Compliance:

Serve as the district’s designated Title IX Coordinator, ensuring compliance with Title IX and associated federal and state civil rights laws
Monitor and enforce implementation of Board policies, procedures, and legal mandates related to discrimination and harassment on the basis of sex, gender identity, and sexual orientation
Disseminate Title IX non-discrimination notices across the district, including websites, forms, student handbooks, publications, and recruitment materials
Maintain and publish up-to-date contact information for the Title IX Coordinator as required by law


Training and Prevention:

Lead district-wide training efforts for staff and students on Title IX rights and responsibilities
Ensure all “responsible employees” are aware of and trained on their reporting obligations
Collaborate with campus and district leaders to promote prevention strategies and an inclusive school climate


Investigations and Resolution:

Receive, investigate, and coordinate timely responses to complaints of sex-based discrimination, sexual harassment, or misconduct
Conduct thorough and impartial investigations, including interviewing parties and witnesses, collecting documentation, and issuing findings
Coordinate investigations and responses with law enforcement, legal counsel, and other departments as needed
Maintain accurate records of all complaints, investigations, outcomes, and resolutions in accordance with legal and district requirements


Collaboration and Communication:

Work collaboratively with district departments, including Human Resources, Legal Services, Athletics, Counseling, Safety, and Student Support Services
Provide guidance to administrators on Title IX-related matters, including appropriate remedies, accommodations, and discipline
Communicate effectively with students, staff, parents, and community members to build trust and understanding of district processes
Track data and identify patterns related to sexual misconduct or discrimination to proactively address systemic concerns


Compliance and Reporting:

Ensure appropriate documentation of all Title IX matters in compliance with district, state, and federal requirements
Prepare and submit reports, documentation, and data for internal stakeholders and external agencies, including the Office for Civil Rights
Assist with monitoring Title IX-related complaints, trends, and compliance audits


Other Duties:

Maintain confidentiality and professionalism in all aspects of the role
Attend trainings and stay current with legal and regulatory updates affecting Title IX
Perform other duties as assigned

Qualifications: QUALIFICATIONS:



Required:
Bachelor’s degree from an accredited college or university
Minimum of three (3) years of experience in public education, compliance, legal, or related field


Preferred:
Master’s degree in Education, Public Administration, Law, or related field
Texas Principal or Mid-Management Certification
Bilingual (Spanish and/or Vietnamese highly preferred)
Experience conducting investigations related to civil rights or discrimination in educational institutions
Prior training in Title IX compliance or civil rights in education
SPECIAL KNOWLEDGE/SKILLS:
Comprehensive knowledge of Title IX and related federal and state laws (including Texas Education Code and OCR guidance)
Understanding of grievance procedures and due process protections
Ability to conduct fair, prompt, and impartial investigations and produce high-quality documentation
Strong analytical and problem-solving skills with attention to detail and accuracy
Excellent verbal and written communication skills
Ability to build trust and maintain professional relationships with students, staff, and community stakeholders
Demonstrated ability to manage sensitive and confidential information
Strong organizational and time management skills with the ability to prioritize multiple deadlines
Proficiency in Microsoft Office Suite, Google Workspace, and student/staff information systems
Working knowledge of data analysis tools (e.g., spreadsheets, pivot tables)
