| Description/Notes: | PRIMARY FUNCTION Coordinate and oversee the District's employee benefits and leave programs to ensure effective administration, regulatory compliance, and accurate service to employees. Provide oversight and guidance for employee leave programs, including FMLA, temporary disability leave, and other applicable leaves. Oversee the ADA accommodation process and administration of employee benefit programs. Work collaboratively with the Benefits, Payroll, benefit carriers, third-party administrators, employees, and supervisors to ensure timely and accurate processing, communication, and compliance. QUALIFICATIONS Education/Certification: Bachelor degree from an accredited college or university specializing in Human Resources or Business Management preferred Special Knowledge/Skills: Knowledge of administration of employee benefits programs and applicable laws and regulations including TRS, FMLA, FLSA, COBRA, HIPAA, Section 125 Cafeteria Plan, 403(b) Tax Sheltered Annuities, and ADA Ability to interpret and disseminate insurance and benefits information to individuals and groups Strong organizational, communication, and interpersonal skills Ability to effectively present information in one-on-one and to small and large groups of employees Proficiency in keyboarding and file maintenance Ability to use software to develop spreadsheets, databases, and do word processing Knowledge of basic accounting principles Experience: Three to five years of progressively responsible experience in employee benefits, human resources, leave administration, or a related field preferred. EVALUATION Performance will be evaluated annually in accordance with provision of the Board’s policy on evaluation of personnel. ESSENTIAL JOB FUNCTIONS: Oversee the administration of District employee benefit programs, including medical, dental, vision, life, supplemental insurance, retirement and savings programs, and other employee benefits. Provide oversight and guidance for the administration of employee leave programs, including FMLA, temporary disability leave, and other applicable leaves. Review complex or escalated leave cases and provide guidance regarding eligibility, documentation, designation, exhaustion of leave, return-to-work requirements, and coordination with applicable District policies and procedures. Monitor leave administration practices and records to ensure consistency, accuracy, timely communication, and compliance with applicable federal and state requirements and District policy. Oversee and coordinate the ADA interactive process and reasonable accommodation requests, including collaboration with employees, supervisors, Human Resources leadership, and other appropriate parties. Provide guidance and support to the Benefits Specialist regarding benefits and leave administration, employee communications, documentation, deadlines, and complex cases. Adhere to professional and ethical standards, in accordance with generally accepted community standards and the Texas Education Agency Code of Ethics. Develop needed professional skills appropriate to job performance. Maintain confidentiality. Reliable attendance and punctuality. Follow district safety protocols and emergency procedures. Participate in staff development activities to improve job-related skills. Attend and participate in staff meetings and serve on staff committees as required. Comply with policies established by federal and state law, State Board of Education rule, and local board policy. Perform other duties as assigned by supervisor and the Superintendent of Schools. |
