| Description/Notes: | Reports to: Deputy Superintendent Department: Administration Pay Grade: Administrative/Professional Pay Plan Work Days: 223 Days Status: Exempt Primary Purpose Provide executive leadership, strategic direction, and administrative oversight for the district's technology services and comprehensive safety and security program. Direct the planning, implementation, operation, maintenance, and evaluation of all district technology systems, cybersecurity initiatives, instructional technology support, telecommunications, emergency management, school safety, and physical security operations. Ensure technology and safety initiatives support student achievement, operational excellence, regulatory compliance, and a safe, secure learning environment. Serve as a member of the Superintendent's Leadership Team by advising the Superintendent and Deputy Superintendent on technology, cybersecurity, emergency management, risk management, and school safety matters. Foster collaboration among district departments to ensure technology and safety programs support the District's Strategic Plan and operational priorities. Qualifications Education/Certification Bachelor's degree from an accredited college or university required Master's degree in Educational Leadership, Information Technology, Computer Science, Business Administration, Public Administration, Emergency Management, Criminal Justice, or a related field preferred Valid Texas Administrator Certificate preferred FEMA Incident Command System (ICS) and National Incident Management System (NIMS) certifications preferred or ability to obtain Special Knowledge/Skills Knowledge of K–12 technology infrastructure, networking, enterprise systems, cloud services, cybersecurity, telecommunications, and instructional technology Knowledge of Texas Education Code, Texas Administrative Code, and Texas Education Agency requirements related to technology and school safety Knowledge of Texas School Safety Center standards, audits, and best practices Knowledge of emergency operations planning, continuity of operations, crisis management, behavioral threat assessment, and risk management Knowledge of data privacy requirements including FERPA, COPPA, CIPA, and other applicable laws Knowledge of budgeting, purchasing, contract administration, and project management Ability to develop and implement long-range strategic plans Ability to analyze complex issues and develop practical solutions Strong leadership, organizational, communication, and interpersonal skills Ability to supervise, coach, evaluate, and develop professional and technical staff Ability to establish effective working relationships with district personnel, governmental agencies, law enforcement, and community partners Experience Five (5) years of progressively responsible leadership experience in educational technology, information systems, school safety, emergency management, or a related field Previous supervisory experience required Experience managing departmental budgets required Experience in a Texas public school district preferred Major Responsibilities and Duties Executive Leadership Serve as a member of the Superintendent's Leadership Team. Develop and implement long-range strategic plans for district technology and school safety initiatives. Advise the Superintendent and Deputy Superintendent regarding technology, cybersecurity, emergency management, operational risk, and school safety. Recommend Board policies and administrative procedures related to technology, cybersecurity, information security, emergency management, and school safety. Develop departmental goals, performance measures, and continuous improvement initiatives aligned with the District Strategic Plan. Prepare reports and presentations for the Superintendent and Board of Trustees. Coordinate cross-functional initiatives involving technology, operations, facilities, student services, communications, and law enforcement. Maintain awareness of emerging technologies, cybersecurity threats, legislative changes, and best practices affecting Texas public schools. Technology Leadership Direct all district technology operations and services. Lead the District Technology Governance Committee. Lead the District Technology Planning Committee. Develop and maintain a comprehensive district Technology Plan aligned with instructional and operational priorities. Oversee district network infrastructure, cloud services, telecommunications, enterprise applications, servers, and data systems. Ensure reliable operation, security, and availability of district technology systems. Oversee instructional technology support and digital learning initiatives. Direct technology purchasing, inventory management, software licensing, and lifecycle replacement planning. Develop technology standards and governance processes that promote consistency, efficiency, and fiscal responsibility. Evaluate emerging technologies and recommend innovative solutions to improve teaching, learning, business operations, and customer service. Administer the district's E-Rate program and other eligible technology funding opportunities. Ensure appropriate disaster recovery planning for technology systems. Cybersecurity and Information Security Serve as the executive leader for district cybersecurity initiatives. Develop and maintain district cybersecurity policies, standards, and administrative procedures. Direct the District Cybersecurity Incident Response Program. Coordinate preparation, detection, response, recovery, and post-incident review for cybersecurity events. Monitor district compliance with the Texas Education Agency K–12 Cybersecurity Framework. Coordinate cybersecurity awareness and phishing prevention training for employees. Conduct or coordinate cybersecurity risk assessments and vulnerability assessments. Oversee disaster recovery testing and technology business continuity planning. Protect the confidentiality, integrity, and availability of district information systems and sensitive data. Safety and Security Leadership Serve as the District's designated Safety and Security Coordinator in accordance with Texas Education Code requirements. Chair the District Safety and Security Committee. Direct the district's comprehensive safety and security program. Develop, implement, maintain, and annually review the District Emergency Operations Plan (EOP). Oversee development, implementation, testing, and continuous improvement of the District Continuity of Operations Plan (COOP). Coordinate districtwide emergency preparedness, crisis response, reunification planning, and recovery efforts. Ensure compliance with all Texas Education Agency school safety requirements. Coordinate compliance with the Texas School Safety Center Intruder Detection Audit Program. Coordinate campus safety audits, vulnerability assessments, and corrective action planning. Ensure corrective actions identified through audits, assessments, or after-action reviews are completed. Oversee district security technologies including: Access control systems Video surveillance systems Visitor management systems Emergency notification systems Panic alert systems Other district security technologies Coordinate district emergency drills, tabletop exercises, and safety training. Support implementation of Behavioral Threat Assessment and Safe and Supportive School Program requirements. Maintain strong collaborative relationships with local law enforcement, emergency management agencies, fire departments, EMS, and other public safety partners. Financial Management Develop, administer, and monitor department operating and capital budgets. Recommend long-range replacement schedules for technology and security equipment. Ensure responsible stewardship of district resources. Administer purchasing in accordance with district policy and state purchasing laws. Pursue grants and other funding opportunities supporting technology and school safety initiatives. Monitor expenditures and maintain appropriate fiscal controls. Personnel Management Supervise and evaluate assigned technology and safety personnel. Recruit, interview, recommend employment, assign, and retain qualified personnel. Provide leadership for professional learning and staff development. Establish performance expectations and accountability measures. Foster collaboration, innovation, customer service, and continuous improvement throughout assigned departments. Communication and Community Relations Communicate effectively with district administrators, campus personnel, staff, parents, community members, vendors, and governmental agencies. Represent the district in regional, state, and professional organizations. Coordinate communication regarding district technology and school safety initiatives. Develop collaborative partnerships that enhance district operations and student safety. Compliance Ensure district compliance with applicable federal, state, and local requirements including, but not limited to: Texas Education Code Texas Administrative Code Texas Education Agency guidance and requirements Texas School Safety Center standards and audit requirements Texas Education Agency K–12 Cybersecurity Framework Family Educational Rights and Privacy Act (FERPA) Children's Internet Protection Act (CIPA) Children's Online Privacy Protection Act (COPPA) Health Insurance Portability and Accountability Act (HIPAA), when applicable E-Rate program requirements National Incident Management System (NIMS) and Incident Command System (ICS) principles Applicable records management, cybersecurity, privacy, and public information laws Other Perform other duties as assigned by the Deputy Superintendent. Supervisory Responsibilities Supervise, evaluate, and provide leadership for assigned technology and safety personnel, which may include directors, coordinators, network administrators, cybersecurity specialists, instructional technology staff, help desk personnel, technicians, safety coordinators, school resource officer program personnel (as applicable), and other assigned employees. Mental Demands/Physical Demands/Environmental Factors Mental Demands Maintain emotional control under pressure; work with frequent interruptions; analyze complex situations; manage multiple priorities and deadlines; exercise sound judgment; respond effectively during emergency situations. Physical Demands Frequent districtwide travel; prolonged sitting and computer use; occasional lifting and carrying of technology equipment; occasional climbing, bending, stooping, reaching, and standing; ability to respond to emergencies outside normal working hours, including evenings and weekends. Environmental Factors Work is performed in office, campus, and field environments with occasional exposure to outdoor weather conditions and emergency response situations. Evaluation Performance of this position will be evaluated annually by the Deputy Superintendent in accordance with Board policy and the district's administrator appraisal process.
