| Description/Notes: | JOB SUMMARY: Support Local Education Agencies (LEAs) through the development of relationships with all stakeholders. Assist in the development, facilitation, and implementation of an efficient and effective communication network among local LEAs, ESC-20 staff, products, and services, and the Texas Education Agency. Assist LEAs in efforts to improve student performance and align programs/services addressing the needs of the LEA. POSITION REQUIREMENTS: JOB KNOWLEDGE, SKILLS/ABILITIES Knowledge • Master's degree required from an accredited university. • Supervisor, Mid-Management, or Superintendent Certification required. • Three years of central office/administrator experience required, or successful administrative experience in a school district central office or regional education service center management position. • Superintendent experience preferred • Experience in coordination with institutions of higher education (IHE), regional service centers, and state and federal agencies. Skills/Abilities • Public relations skills preferred. • Ability to provide effective leadership in a supervisory or administrative role. • Ability to align programs to support high achievement for all students. • Ability to develop and manage the implementation of complex, multi-phase plans. • Ability to communicate effectively in written and oral forms. • Effective job related skills that model effective integration of technology. • Effective interpersonal and collaboration skills with both internal and external clients. • Effective job related skills to design and deliver a spectrum of strategic transformation services. • Proficiency with standard functions within applications such as Microsoft 365/Google, (word processing, spreadsheets, presentation software), e-mail, web browsers, and databases. • Proficiency with computers (PCs and/or MACs) to include file and desktop management and operations, and working in a cloud-based and/or networked environment. • Exceptions to these requirements will be considered based on exemplary skills, training, and record of success. PRODUCTS/OUTCOMES • Develop and implement a clear and strong two-way system of communication and collaboration with LEAs and across Center divisions. • Provide timely and accurate responses to questions from LEA personnel in regard to options available for supporting the operations of the LEAs. • Provide assistance to LEA executive leadership in identifying resources, products, and services available from ESC-20, the Texas Education Agency, and other sources to support efforts to improve student achievement. • Provide leadership and direction in the design, delivery, implementation and evaluation of programs and services that support the strategic transformation process for LEAs. • Analyze actions of the State Board of Education, State Legislature and the Texas Education Agency to define specific implications for LEAs. • Develop a deep understanding of all TEA strategic priorities and the initiatives that are within the priorities (e.g., Teacher Incentive Allotment (TIA), Effective District Framework (EDF), Texas Strategic Leadership (TSL), etc.). • Assist in identifying emerging needs in LEAs and establish a communication system for sharing information with ESC-20 staff. • Design and implement a process for maintaining client profiles for each LEA showing a keen awareness of each LEA’s performance on multiple issues (e.g., school improvement, accountability, PEIMS, staffing, culture, etc.) • Design and deliver school board training to address state requirements and needs of LEAs. • Coordinate Superintendent of the Year, Board of the Year, and annual TASA Superintendent Breakfast meeting. |
