| Description/Notes: | PRIMARY FUNCTION Responsible for the executive leadership, strategic planning, development, implementation, and continuous improvement of Cleveland ISD's operational support services, including Child Nutrition, Custodial Services, Maintenance & Facilities, Transportation, Technology, Athletics, and Fine Arts. Ensure district operations are safe, efficient, innovative, and fiscally responsible while supporting the district's mission to provide high-quality educational environments and experiences for students and staff. Provide executive leadership for districtwide operational planning, capital improvements, technology infrastructure, resource management, and operational excellence through collaboration with district and campus leadership. QUALIFICATIONS Education/Certification: Bachelor's degree in Business Administration, Public Administration, Educational Administration, Facilities Management, or related field Master's degree preferred TASBO certification preferred Valid Texas Driver's License Special Knowledge/Skills: Experience: Minimum of five years of progressively responsible leadership experience in school district operations or a related field Experience supervising multiple operational departments Experience managing large departmental budgets Experience with construction projects, facility planning, and transportation operations preferred EVALUATION Performance will be evaluated annually in accordance with the provisions of the Board’s policy on evaluation of personnel. ESSENTIAL JOB FUNCTIONS: Provide executive leadership, strategic direction, and oversight of the district's Child Nutrition, Custodial Services, Maintenance & Facilities, Transportation, Technology, Athletics, and Fine Arts departments. Develop and implement long-range operational goals, strategic initiatives, and performance measures that support the district's mission, Board priorities, and Strategic Plan. Ensure district operations provide safe, efficient, and effective learning environments by coordinating facility operations, transportation services, technology infrastructure, student nutrition programs, athletics, and fine arts programs. Monitor, evaluate, and continuously improve departmental operations to maximize efficiency, customer service, fiscal responsibility, and organizational effectiveness. Oversee the planning, design, construction, renovation, maintenance, repair, and utilization of district facilities while collaborating with architects, engineers, contractors, and consultants to ensure compliance with district standards and project specifications. Direct the planning and implementation of district technology infrastructure, cybersecurity initiatives, instructional technology support, network operations, and technology replacement plans to ensure reliable and secure systems that support district operations and instruction. Provide executive oversight of district athletic programs, facilities, scheduling, and operational support to ensure compliance with UIL regulations and district expectations while promoting student achievement and community engagement. Provide executive oversight of Fine Arts programs by supporting operational needs, facility utilization, equipment planning, event coordination, and program growth while promoting student participation and excellence. Ensure Child Nutrition operations comply with all federal and state regulations while promoting efficient food service operations and high-quality student meal programs. Ensure safe, reliable, and efficient transportation services that comply with all applicable state and federal regulations. Establish districtwide custodial and maintenance standards to ensure all campuses and facilities remain safe, clean, secure, and conducive to learning. Develop, administer, and monitor departmental budgets; recommend capital improvements, technology replacements, fleet replacements, and equipment purchases while ensuring responsible stewardship of district resources. Ensure compliance with all applicable federal, state, and local laws, regulations, Board policies, and administrative procedures governing assigned operational departments. Establish operational performance standards, analyze departmental data, and implement continuous improvement initiatives that enhance efficiency, service quality, and fiscal responsibility. Coordinate district business continuity planning, and operational recovery efforts while ensuring all operational departments are prepared to respond to emergencies. Ensure district safety standards are maintained in accordance with federal, state, local, and insurance regulations while promoting a culture of workplace safety and risk reduction. Recruit, supervise, develop, evaluate, and support department directors, coordinators, supervisors, and other assigned staff; recommend personnel actions including assignment, retention, discipline, and dismissal. Prepare, review, and revise departmental procedures, operational standards, and job descriptions to ensure consistency, compliance, and organizational effectiveness. Collaborate with the Superintendent, campus administrators, and other district leaders to align operational services with instructional and organizational priorities. Prepare and present reports, recommendations, capital improvement plans, budget requests, operational analyses, and strategic initiatives to the Superintendent and Board of Trustees. Foster strong relationships with community organizations, governmental agencies, vendors, architects, contractors, and business partners to support district operations and strategic initiatives. Adhere to professional and ethical standards, in accordance with generally accepted community standards and the Texas Education Agency Code of Ethics. Develop needed professional skills appropriate to job performance. Maintain confidentiality. Reliable attendance and punctuality. Follow district safety protocols and emergency procedures. Participate in staff development activities to improve job-related skills. Attend and participate in staff meetings and serve on staff committees as required. Comply with policies established by federal and state law, State Board of Education rule, and local board policy. Perform other duties as assigned by supervisor and the Superintendent of Schools. Exposure to noise. May work prolonged or irregular hours. A remote location in the event of a declared emergency, temporary closure, or closure. Personal Protective Equipment may be required. |
