Description/Notes: Primary Purpose:
Develop and implement purchasing procedures to process bids and purchase orders and ensure compliance with applicable state laws and regulations. Responsible for on-site leadership of warehouse assistants. Oversee daily warehouse operations to ensure safe and efficient storage and retrieval of district supplies and equipment.  


Major Responsibilities and Duties:
Receiving Management
Supervise receipt of all shipments. Verify accuracy and process according to established procedures.

Unpack items and inspect shipments for damage and defects. Process receiving, discrepancy, and damage reports as needed.

Facilitate movement of inventory to various locations, manually and by operating mechanical equipment, including forklift, pallet jack and hand cart.

Load and unload delivery truck by hand, pallet jack, or forklift as needed.

Assume responsibility for delivery of all items received by warehouse to the proper school or department on a daily basis.

Evaluate complaints received on shipments of equipment and supplies then take appropriate action.

Inventory
Supervise warehousing and storage of all supplies, equipment, surplus classroom furniture and equipment, certain school records, and consumable materials.

Supervise maintenance of computerized inventory records.

Initiate and prepare all purchase requests to maintain stock levels and ensure that standard stock items are available at all times.

Maintain up-to-date catalog of all items available from warehouse and school store and furnish current catalogs to all schools and departments.

Develop and recommend procedures for orderly replacement of existing movable equipment as it becomes obsolete or deteriorates.

Compile, maintain, and file all reports, records, and other documents as required including inventory records.

Purchasing
 Purchase supplies and equipment for the district by competitive bids, competitive sealed proposals, requests for proposals, government catalog, contract purchases, informal quotations, and negotiations following established district criteria and state purchasing rules.

Prepare all bidding documents, including notice and instructions to bidders, specifications, and form of proposal.

Process purchase orders as directed and in accordance with established procedures.

Verify that vendors are included in approved purchasing cooperative.

Obtain three quotes for purchases over $5,000.00.

Contact vendors to check on supply and equipment availability, invoices, purchase orders, contracts, and other issues as directed.

Contact vendor on pricing discrepancy before product shipment.

Send approved purchase order to vendor.

Personnel
Assist with selection of warehouse and print shop employees.

Supervise, evaluate, and train employees assigned to warehouse and print shop.

Records Management
Serve as Records Management Officer for the school district for the purpose of the active and continuing records management program required by the Texas State Library and Archives Commission.

Serve as contact for the records management company and coordinate work on district records retention and destruction according to state laws and district procedures.



Print Shop Operations and Management
   1.   Oversee the daily operation of the district print shop, ensuring timely and efficient completion of printing, copying, laminating, binding, and other production requests.

   2. Maintain and operate all print shop equipment, including copiers, printers, laminators, cutters, and related machinery.

Safety
Direct and maintain a safety program for all employees assigned to warehouse and print shop.

Instruct assigned personnel on proper and safe use of equipment and storage of materials.

Inspect warehouse facilities and equipment for safety and efficiency.

Initiate and maintain proper and necessary safety and fire prevention equipment within warehouse and print shop as prescribed by law and school policy.

Operate tools, equipment, and machinery according to prescribed safety procedures.

Follow established safety procedures and techniques to perform job duties including lifting and climbing.

Correct unsafe conditions in work area and immediately report to supervisor any conditions that are not correctable.


Other

Participate in budget development and exercise budgetary control over warehouse and print shop operations.

Investigate complaints received on shipments of equipment and supplies and promptly take appropriate action.

Other duties as assigned by your supervisor.

Tools/Equipment Used: Standard office equipment including computer and peripherals; forklift or hydraulic lifting equipment; hand truck, dolly, and pallet jack; small hand tools; light truck or van

Posture: Frequent standing, kneeling/squatting, bending/stooping, pushing/pulling, and twisting

Motion: Repetitive hand motions; frequent keyboarding and use of mouse; frequent walking, climbing ladders and scaffolding; grasping/squeezing, wrist flexion/extension, and overhead reaching; frequent driving 

Lifting: Heavy lifting and carrying (45 pounds and over) on a daily basis

Environment: Work outside and inside, on slippery or uneven walking surfaces; frequent exposure to extreme hot and cold temperatures, dust, toxic chemicals and materials, noise, and vibration; work around moving objects or vehicles; may work alone; occasional prolonged or irregular hours

Qualifications: Qualifications:
Education/Certification

High School Diploma or GED

Clear and Valid Texas Driver’s License

Bachelor’s Degree, preferred



Special Knowledge/Skills:

Knowledge of competitive bidding statutes and purchasing procedures

Knowledge of procedures for purchasing and invoicing supplies and equipment

Knowledge of various printing and duplicating equipment

Knowledge of computerized inventory and tracking systems

Ability to operate hand tools and mechanical equipment

Ability to operate light truck, forklift, pallet jack and hand cart

Effective organizational, communication, and interpersonal skills

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals

Ability to perform multiple tasks simultaneously

Ability to perform basic math

Experience:

Five years of professional-level purchasing agent experience in public sector or three years of experience in school district purchasing.

Three years of experience in warehouse operations

Experience in print shop operations
Salary Range: $63,488 to $82,534
