Description/Notes: Primary Purpose:
Direct and manage the business operations of the district including accounting, budget, payroll, purchasing, and financial reporting. Execute and provide strategic leadership and coordination of the district’s long-term financial goals, ensuring the alignment of federal and state programs, while maintaining strong internal controls and compliance with all applicable laws and regulations. Serve as liaison between the Business Office and other departments, maintaining open and effective communication and alignment with district leadership priorities.

Qualifications/Certifications
Bachelor’s Degree from an accredited university, preferably in accounting, finance, or a related field
TASBO or similar school finance certification preferred

Special Knowledge/Skills:
Knowledge of budgeting, accounting systems, procurement and payroll processing
Knowledge of GAAP, GAAS and GASB accounting standards
Knowledge Federal and State guidelines including FASRG and EDGAR compliance
Working knowledge of financial and accounting applications
Ability to use software to develop spreadsheets and perform data analysis
Ability to implement policy and procedures
Ability to manage budget and personnel
Strong organizational, communication, public relations, and interpersonal skills

Experience:
Minimum of five (5) years of accounting, finance, or business management experience
Experience in public education or governmental finance preferred
Experience with federal and state programs or grants management preferred

Duties & Responsibilities:
Fiscal Management
Assist in the preparation of the budget and development of long- and short-range objectives for the business operations of the district.
Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Financial Accounting System Resource Guide (FASRG).
Administer the district’s budget and ensure that operations are cost-effective and funds are managed prudently.
Oversee all general and program budget adjustments, additions, and deletions.
Assist the district’s independent external auditors in conducting the annual audits.
Evaluate accounting procedures, financial systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
Monitor cash flow and determine availability of funds for obligations and investments.
Direct and oversee the district’s banking activities, including the initiation and/or approval of fund transfers wire payments, and the management of banking relationships to ensure efficient, accurate, and secure financial operations.
Oversee monthly bank reconciliations for all accounts.
Work with district personnel to project student enrollments, staffing, building, facility, and capital equipment needs, and other cost items for district and individual school improvement.
Plan and conduct needs assessments for improvement of district business operations. Ensure that business operations support the district’s goals and objectives and provide leadership to achieve cost-effective practices throughout the district.
Oversee employee benefits administration in coordination with third-party administrators (TPAs), ensuring accuracy, compliance, and timely resolution of issues.

Federal & State Programs (Strategic Oversight)
Provide strategic leadership and coordinate with district leadership to integrate federal and state funding into the overall district’s long-term financial goals in support of favorable student outcomes.
Support identification and pursuit of grant or other funding opportunities to maximize district resources.
Stay informed on legislation and funding changes and advise leadership on financial impacts.

Policy, Reports, and Law
Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations.
Ensure compliance with payroll regulations such as IRS rules and the Fair Labor Standards Act.
Compile, maintain, and file all physical and computerized reports, records, and other documents required.
Review all business operating manuals regularly and collaborate with business office personnel to make updates as necessary.
Provide training to business office personnel on district safety protocols and emergency procedures.

Purchasing and Inventory
Oversee current inventory and maintain accurate records of the district’s fixed and movable assets and oversee maintenance of a timely replacement cost-asset listing for insurance purposes.
Ensure district procedures are followed regarding sales and disposal of surplus and salvage equipment.
Oversee the preparation of bids and bid specifications. Review and analyze bid proposals and prepare written recommendations.
Manage the negotiation of major contracts and supplier agreements.
Anticipate and resolve conflicts related to contracts and procurement.

Personnel Management
Prepare, review, and revise business department job descriptions.
Develop training options and/or improvement plans to ensure exemplary business operations.

Supervisory Responsibilities:
Recruit, train, evaluate, and supervise staff and make recommendations related to assignment, retention, discipline, and dismissal.
