The Program Manager Special Education Services, under the direct supervision of the Assistant Director of Special Education, will work in collaboration with the special education department and campus staff to design, implement, and monitor quality special education services for students served with special education services, PK-12, including adult transition services. The Program Manager manages and monitors programs and services for all student eligibility conditions identified under IDEA. This position will direct oversight of programs and services for students based on current research/evidence-based methodologies and will provide strong leadership in promoting the district's and department's vision of inclusive special education services in the District and community.

Essential Duties and Responsibilities

Program Implementation and Instructional Support

Design, implement, and monitor IEPs across instructional settings.
Guide Program Specialists in conducting classroom observations, coaching, and modeling of effective instructional and behavioral strategies.
Promote differentiated instruction, curriculum modifications, and collaborative teaching practices.
Use data (FIEs, FBAs, informal assessments) to support PLAAFPs, goal-setting, BIPs, and instructional planning.
Collaborate with internal teams to ensure programming meets individual student needs and aligns with special education frameworks.

Professional Development and Capacity Building

Design and deliver professional learning for district and campus staff.
Support implementation of professional development initiatives, collaborating with other departments.
Conduct classroom walkthroughs and provide coaching and modeling to instructional staff and Program Specialists
Serve as District Trainer for de-escalation and restraint protocols, as directed.

Compliance and Data Management

Ensure adherence to federal, state, and district laws, regulations, and special education policies
Monitor and supervise timely and accurate Medicaid reporting; collaborate with the business office for compliance.
Manage assigned SPP indicators (7, 13, 14) and serve as Transition designee, as needed.
Collect, analyze, and report program data to support compliance and continuous improvement efforts.
Maintain confidentiality regarding student records and services.

Stakeholder Collaboration and ARD Support

Attend and facilitate ARD meetings to support campus teams, students, and families.
Serve as a resource for campus administrators on special education services and placement decisions.
Collaborate with departments such as Transportation and CRCG to ensure coordinated services.
Support reintegration of students from out-of-district placements and help monitor transition planning.
Provide input on staffing projections, program placements, and future campus allocations based on data trends.
Monitor student outcomes to ensure alignment with district goals and support inclusive practices.
Address stakeholder concerns in a timely manner and contribute to resolution efforts.
Monitor monthly program counts and future projections to inform decision-making.

Supervisory Responsibilities

Supervise one or more employees at a time
Conduct performance appraisals of assigned staff
Assist in the process of recruiting, screening, interviewing, hiring and training employees
Plan, assign and direct work for the Special Education Department
Reward employees and initiate personnel actions including documentation and termination under the guidance of Human Resources
Qualifications: Master's degree in Education or related field
Valid Special Education Certification and/or licensure
Valid Texas Teacher Certification preferred
De-Escalation/Restraint Certification within 30 days of employment
Applied Behavior Analysis (ABA) training preferred
Minimum of 5 years of combined experience in teaching special education and/or service provider experience working with students in all eligibility areas
Minimum of 2 years of experience in a special education leadership/supervisory position at district level
Proficiency in Microsoft Office, including Excel, Word, PowerPoint, and Outlook
Demonstrated knowledge of best practices related to the implementation of District initiatives
Demonstrated knowledge in special education law, policies, and procedures
Excellent communication and interpersonal skills, both orally and in writing

Additional Information

The employee will be required to work in a variety of settings as indicated by the individual needs of the students, including up to working outside up to 25% of the time and may be exposed to the elements and inclement weather. Frequent travel to various locations within the District is required, with occasional travel outside of the District if necessary for training and professional development purposes. Assignments require the employee to work with all identified students in school settings. Must frequently lift and/or move up to 50 pounds and lift and/or move up to 100+ pounds with assistance. Must be able to handle situations that may be volatile or stressful at times, and have the ability to physically restrain disruptive students. This position is funded by grant funds. This position may be discontinued if grant funds are no longer available.
Salary Range: $86,506 - $122,838
