The Assistant Director, Special Education, Parent Support, Dispute Resolution and Behavioral Services will direct and manage the planning, programming, and implementation of supports and services for students with disabilities across the district. The incumbent will support the Directors and Executive Director in the managing of any TEA complaints, mediation requests, due process hearings that are filed against the District as well parent disputes that have not been resolved at the campus level. The incumbent will also oversee the video surveillance and crisis management and de-escalation program for the district. The incumbent will oversee and support the district's liaison for students receiving services in Non-Public Day Schools. Additionally, the Assistant Director will assist with leading the Special Education Parent Advisory Committee.

Essential Duties and Responsibilities

Administrative

Assist the Executive Director in the development and implementation of special education programming according to federal, state, and local policies and procedures
Manage and coordinate TEA Complaints, Mediations, and Due Process Hearings as well as OCR Complaints and other parent disputes
Develop, implement, and review systems to ensure compliance and effectiveness of the Special Education Video Surveillance and crisis management and de-escalation program for the district
Manage and oversee implementation of Corrective Action Plans, Resolution Agreements, and Settlement Agreements for students served with special education services
Oversee procedures and processes regarding communication to stakeholders regarding special education services (parent newsletter, dept. website, etc.)
Coordinate and support the Special Education Parent Advisory Committee (SEPAC) meetings and serve as a liaison between SEPAC executive team and the District
Assist the Executive Director, Directors, and other Assistant Directors in the implementation of federal, state, and local policies, procedures, and requirements
Lead and coordinate the Board Certified Analyst (BCBA) positions
Coordinate attendance at and information to Community Resources Coordination Groups (CRCG) service meetings for FBISD students

Service Delivery and Program Support

Act as a liaison between the Special Education department and individual campuses to coordinate a plan of support related to dispute resolution and parent complaints
Respond to designated parent concerns that have not been resolved at the campus level involving students served with special education services
Evaluate the effectiveness of services and recommend improvements to meet the needs of the Special Education department
Collect, compile, and analyze data to be used in program evaluation and program improvement

Instructional Leadership

Plan and provide professional development activities for Special Education personnel, district administration, and campus administration
Supervise Special Education Leadership Team staff, to include goal setting, performance appraisal, and ongoing coaching and leadership development
Collaborate with Teaching and Learning department on inclusive instructional practices and service delivery models
Attend Teaching and Learning meetings as necessary to facilitate collaboration between departments
Oversee the implementation of the Special Education Department Plan and TEA Corrective Action Plans as directed
Conduct appropriate special education file reviews and audits as directed
Promote the District's vision of implementing inclusive services, including oversight of staff utilizing evidence- based supports to maintain students in their least restrictive environments
Stay current on the state Accountability systems, Results Driven Accountability, and other TEA systems designed to measure student outcomes
Build constructive working relationships characterized by a high level of cooperative and mutual respect
Influence others to be excited and committed to furthering the Department's and District's Vision, Mission and Objectives
Other duties as assigned

Supervisory Responsibilities

Assist in the process of recruiting, screening, interviewing, and hiring of assigned staff
Initiate personnel actions including documentation and termination under the guidance of Human Resources
Recommend personnel actions including transfer and discipline of assigned personnel
Performance appraisal of assigned Program Managers and Administrative Assistants
Address complaints and resolve problems
Assist in the absence of the Director of Special Education by assuming responsibilities of the Director
Qualifications: Master's degree Education or related field
Valid Special Education Certification EC-12 preferred or certification/licensure required for other special education service provider positions (LSSP, SLP, BCBA, etc.)
Minimum of 5 years in Special Education
Minimum of 3 years in Special Education at the district level
Proficient in using Windows Operating System as well as Microsoft Office applications (Microsoft Word, Excel, and PowerPoint)
Ability to effectively communicate information and ideas both verbally and in writing

This position requires travel to various campuses, to conferences, and meetings in and out of state.
Salary Range: $94,238 - $128,918
