Description/Notes: Primary Purpose: Direct and support the district’s Elementary Education programs. Ensure that the development and delivery of curriculum and instruction is effective and efficient, aligns with district goals, the Texas Essential Knowledge and Skills (TEKS), and early college and career readiness foundations, and supports student achievement.
The work encompasses Pre-K through grade 5 instructional programs with an emphasis on foundational literacy, numeracy, student engagement, and early intervention. The role collaborates regularly with elementary principals and instructional staff, families, and community partners to ensure all students develop the academic and social foundations necessary for long-term success
Qualifications: Qualifications:

Education/Certification:
Master’s degree in educational administration

Performance Responsibilities and Duties:
Instructional and Program Management

Oversee the development and delivery of elementary instructional programs aligned with district goals and TEKS
Participate in district-level decision-making to establish and review goals using collaborative, data-driven processes
Monitor and reevaluate instructional programs using teacher/principal input, research-based practices, and student data. Recommend and implement changes and adjustments where appropriate
Ensure time, resources, materials, and technology support effective teaching and learning
Collaborate with specialists, principals, and teachers to develop and revise curriculum documents
Engage instructional staff in evaluating and selecting instructional materials and tools
Support early literacy and numeracy initiatives and intervention systems to address learning gaps
Support district goals and campus performance objectives
Oversee professional learning aligned to effective elementary instructional practices
Participate in the implementation of the designated teacher appraisal system. Serve as second appraiser when needed

Policy, Reports, and Law
Implement policies and procedures established by federal/state law and local board policy
Compile, maintain, and file reports and records as required

Budget
Develop, administer, and evaluate budgets based on documented program needs


Communication
Maintain open communication with leadership, principals, teachers, staff, parents, and community members

Community Relations
Articulate the district’s instructional philosophy to the community
Promote family engagement and community involvement










Special Knowledge/Skills:

Knowledge of elementary curriculum and instruction and best practices
Knowledge of foundational literacy and numeracy development
Knowledge of Multi-Tiered Systems of Support (MTSS) and intervention practices
Knowledge of state assessments and early academic progress measures
Ability to interpret data and evaluate instructional programs and teaching effectiveness
Ability to determine effectiveness of programs
Ability to manage budget and personnel
Ability to problem-solve, resolve conflict, and address needs
Ability to read, understand, and implement policy and procedures
Strong communication, public relations, and interpersonal skills

Experience:

Three years experience as a classroom teacher
Three years experience in instructional leadership roles—preferably at the elementary level

Supervisory Responsibilities:

Supervise and evaluate instructional and support staff
Prepare, review, and revise job descriptions
Evaluate employee performance
Select, train, evaluate, and supervise staff

Wage/Hour Status: Exempt

Pay Grade: Administrative Professional - 8
Benefits: Benefits are offered and the district pays $410.00 towards medical premium a month.
