Primary Purpose
Provide strategic leadership, management, and oversight for all functions of the Facilities Department, including facility planning, design and construction, maintenance and operations, grounds, custodial, energy management, and environmental safety. Ensure that district facilities are safe, functional, efficient, and aligned with instructional goals and long-range capital improvement plans. Oversee the development, implementation, and continuous improvement of systems and procedures to ensure compliance with all applicable federal, state, and local regulations.

Qualifications
Education/Certification:
Bachelor’s degree in engineering, architecture, construction management, facilities management, business administration, or a related field required.
Master’s degree preferred.
Valid Texas Driver’s License and acceptable driving record.
Recognized professional certification in facilities management, construction, or operations (e.g., IFMA, TASBO, or equivalent) preferred.
Experience:
Minimum of 10 years of progressively responsible management experience as a district administrator preferably as a Director or Executive Director in facilities, construction, or operations, preferably in a public school or governmental setting.
Proven leadership experience overseeing multimillion-dollar construction or capital improvement projects.
Demonstrated experience managing large teams, complex budgets, and vendor contracts.

Knowledge and Skills
Advanced technical knowledge of facilities planning, design, construction, operations, maintenance, and energy management.
In-depth understanding of Texas Education Agency (TEA) facility standards, Texas Accessibility Standards (TAS), and relevant federal, state, and local building codes.
Strong leadership and decision-making skills with the ability to direct and evaluate multiple departments.
Knowledge of best practices in sustainable and energy-efficient facility operations.
Excellent communication, interpersonal, and presentation skills, with the ability to collaborate effectively with district leaders, staff, and community stakeholders.
Ability to analyze data and implement effective solutions for continuous improvement.
Proficiency in budgeting, forecasting, and capital project management.
Ability to maintain composure under pressure and lead effectively in complex operational environments.

Major Responsibilities and Duties
Leadership and Administration
Provide strategic direction for the planning, design, construction, and maintenance of district facilities.
Lead the Facilities Department, ensuring alignment with district goals and compliance with all applicable laws and standards.
Supervise department directors and managers across multiple operational areas (Maintenance, Construction, Custodial, Grounds, and Energy Management).
Develop, monitor, and administer the departmental budget, ensuring fiscal responsibility and cost-effective operations.
Serve as the district’s key liaison to architects, engineers, contractors, and regulatory agencies.
Prepare and present facilities reports, data analyses, and recommendations to district administration and the Board of Trustees.
Planning and Construction
Develop and implement long- and short-range facility master plans to address enrollment growth, instructional needs, and infrastructure priorities.
Oversee design and construction of new facilities, renovations, and major capital projects, ensuring adherence to schedule, budget, and quality standards.
Manage bond-funded projects, ensuring accountability and transparent communication with stakeholders.
Evaluate and recommend real estate acquisitions, property development, and utilization strategies.
Establish district standards for design, materials, construction methods, and maintenance to ensure sustainability and consistency.
Maintenance and Operations
Ensure that all district facilities are safe, clean, operational, and well maintained.
Oversee preventive and corrective maintenance programs for all district buildings and systems (HVAC, electrical, plumbing, roofing, and structural components).
Maintain an accurate and up-to-date inventory of district facilities, assets, and equipment.
Develop and enforce policies and procedures for efficient work order management and service delivery.
Energy and Environmental Management
Direct and monitor energy management programs, including sustainability and conservation initiatives.
Ensure compliance with all environmental, health, and safety regulations, including integrated pest management and indoor air quality standards.
Collaborate with district leadership to implement cost-saving energy strategies and promote environmental stewardship.
Safety and Compliance
Ensure all district facilities comply with federal, state, and local regulations, including fire, life safety, ADA, and environmental laws.
Coordinate with district Safety and Risk Management staff to address facility-related risks and emergency preparedness.
Maintain and enforce safety standards across all facilities and operations departments.
Communication and Collaboration
Serve as a key liaison between the Facilities Department, district leadership, campus administrators, and community stakeholders.
Provide regular updates and reports to the Chief Operations Officer and Board of Trustees regarding ongoing projects and operational performance.
Promote positive staff relations and a collaborative departmental culture focused on service, safety, and excellence.
Represent the district in community forums, intergovernmental meetings, and professional organizations related to facilities and construction.
Personnel Management
Recruit, train, evaluate, and supervise Facilities Department leadership and staff.
Promote professional development opportunities to enhance department capacity and employee performance.
Implement district and departmental procedures related to personnel management, evaluation, and compliance.
Budget and Financial Oversight
Develop and administer annual budgets for all areas within the Facilities Department.
Oversee purchasing, bidding, and contracting processes in compliance with district policy and procurement regulations.
Monitor expenditures and identify opportunities for cost savings and efficiency improvements.
Other
Maintain a high level of personal integrity, ethical standards, and commitment to district values.
Perform other duties as assigned by the Chief Operations Officer or designee.

Physical Demands/Environmental Factors:
Frequent districtwide travel and occasional statewide travel; occasional prolonged and irregular hours; frequent walking, standing, climbing, bending, stooping, and lifting up to 50 pounds; exposure to outdoor conditions, construction environments, and mechanical equipment areas.
