Description/Notes: | Job Overview The Assistant Superintendent of Human Resources provides strategic leadership and operational oversight of the district's human resources functions to ensure alignment with organizational goals and compliance with all applicable laws and regulations. This position supports the Chief Human Resources Officer in overseeing all areas of Human Resources. As a key advisor to the Chief Human Resources Officer, the Assistant Superintendent promotes a culture of excellence, equity, accountability, and continuous improvement across all human resources programs and related services. Position Description Essential Duties and Responsibilities Overall Responsibilities Provide strategic leadership and oversight for the development and execution of human resources initiatives aligned with district goals. Champion a high-performance, customer service-oriented culture rooted in compliance, equity, and operational excellence. Serve as a strategic advisor to executive leadership on workforce matters, to include policy interpretation, development, and enforcement. Operations & HRIS Analytics Direct the planning, execution, and continuous improvement of all HR operational functions to ensure efficient, compliant, and customer-focused service delivery. Ensure accuracy, timeliness, and regulatory compliance in new hire processing, employee records, and HRIS transactions. Guide processes related to employee separations, including final pay, documentation, and exit interviews. Oversee the monitoring and analysis of resignation and termination trends to inform retention strategies and workforce planning. Ensure operational alignment across HRIS, position control, records management, and data governance systems. Use data analytics and metrics to monitor performance, identify risks, and inform strategic decisions. Promote a culture of innovation and continuous improvement within all HR service areas. Talent Acquisition & Staffing Provide leadership for the district’s comprehensive talent acquisition strategy, ensuring alignment with staffing needs and diversity goals. Oversee staffing allocation processes and ensure all schools and departments are appropriately staffed in a timely and equitable manner. Supervise substitute program management to maintain instructional continuity and operational efficiency. Total Rewards, Benefits & Employee Support Oversee the design and maintenance of compensation frameworks, ensuring internal equity, market competitiveness, and legal compliance. Ensure consistent application of compensation and benefits policies, and maintain compliance with applicable laws and board regulations. Provide strategic oversight of all employee benefits programs, including health, retirement, wellness, and leave plans. Monitor budget impact, legislative changes, and stakeholder feedback to inform policy and program adjustments. Provide strategic direction for employee leave programs, including FMLA, military leave, temporary disability, and discretionary leave. Monitor absence data and leave trends to support operational staffing decisions and substitute planning. Employee Relations Support and resolve complex escalated employee relations matters, ensuring fair, consistent, and policy-aligned outcomes by fostering a culture of care and responsiveness. Provide oversight of employee grievance resolution processes and ensure timely, appropriate handling of informal concerns. Recommend and implement process improvements to enhance employee experience, procedural clarity, and organizational efficiency. Ensure HR practices are compliant with federal and state employment laws and district policy. Supervisory Responsibilities Provide clear direction, guidance, and support to ensure departmental goals align with district priorities and strategic objectives. Ensure compliance with federal and state laws, board policies, and district procedures through ongoing training, communication, and accountability. Serve as a liaison between the Chief Human Resources Officer and supervised staff, ensuring alignment and transparency in all initiatives |
Qualifications: | Master's degree Human Resources, Educational Leadership, or related field required. Valid Texas Mid-Management or Principal Certification preferred Professional HR certification (e.g., SHRM-CP, SHRM-SCP, SPHR), preferred. Minimum of 5 years progressive experience in Human Resources within a public school district or similarly complex public-sector organization, preferred. Minimum of 3 years of successful experience in a Campus Leadership or Senior HR role over direct HR functional areas, preferred. Strong working knowledge of federal and Texas education employment laws, including TEA regulations, FML, ADA, Title VII,and Chapter 21 of the Texas Education Code. Experience reporting to or working closely with an executive leadership team, board of trustees in a large or mid-sized Texas school district, preferred. Strong knowledge of human resources. Exceptional interpersonal, problem-solving, and communication skills. Ability to manage sensitive matters with discretion and diplomacy. Proficiency in HRIS and data management systems. Additional Information This position requires travel to various campuses, district meeting sites and conferences/meetings in and out of state. This position may require the employee to work some evenings and weekends. |
Salary Range: | $155,521 - $221,773 |
