Description/Notes: Primary Purpose:
Responsible for coordinating the administration, evaluation and improvement of the instructional and curricular programs for elementary English language arts and reading. Oversees and supports the implementation of high-quality instructional delivery across elementary content areas.

Major Responsibilities and Duties:
Instructional and Program Management
Oversee the development, and delivery of the English Language Arts and Reading curriculum and instruction K-12 that incorporate district goals and support student achievement.
Participate in the district-level decision-making process to establish and review the district’s elementary goals and objectives and major classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problem-solving techniques.
Monitor and reevaluate elementary instructional programs on an ongoing basis using input from teachers and principals, applied research, and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate.
Collaborate with curriculum specialists, principals, teachers, and other instructional staff to develop, maintain, and revise curriculum documents based on a systematic review and analysis.
Engage instructional staff in evaluating and selecting instructional tools and materials to meet student learning needs.
Oversee staff development programs and provide effective activities that support instructional programs, incorporate input from teachers and principals, guide teachers in using district resources, develop knowledge of the curriculum and are consistent with the district’s mission.
Develop and coordinate appropriately aligned assessments with the ELAR curriculum team as well as with the curriculum and instruction team.
Collaborate with math, science and social studies directors to support the implementation of district curriculum and research based instructional strategies.
Support to campus principals, instructional leaders, and teachers through team planning and PLCs incorporating data analysis to develop plans responsive to student needs.
Design a system of monitoring the implementation of district programs and initiatives in classrooms and adjust the support of those programs and initiatives according to the data gathered.
Monitor and evaluate the effectiveness of vertical alignment systems and make adjustments as needed to enhance instructional coherence.
Oversee the required Reading Academy training and support in classroom implementation.
Communicate with instructional stakeholders regarding TEA updates, professional learning opportunities, and current research-based instructional strategies.
Facilitate the process of book adoptions in the adoption cycle.
Provide innovative insights and collaborate as a member of the academic team with campus administration in the achievement of district and campus goals.
Policy, Reports, and Law
Implement the policies established by federal and state law, State Board of Education rule, and local board policy in curriculum and instruction area.
Compile, maintain, and file all reports, records, and other documents as required.
Follow district safety protocols and emergency procedures.
Budget
Develop and administer budgets based on documented program needs and ensure that operations are cost effective and funds are managed prudently.
Personnel Management
Evaluate job performance of employees to ensure effectiveness.
Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal.
Communication
Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.
Community Relations
Demonstrate awareness of district-community needs and initiate activities to meet those needs.
Use appropriate and effective techniques to encourage community and parent involvement.
Supervisory Responsibilities:
Supervise, evaluate, and recommend the hiring and dismissal of support staff assigned.

Qualifications: Education/Experience:
Master’s Degree
Texas Teacher Evaluation and Support System (T-TESS) appraiser, preferred
Prior successful teaching experience
Minimum two years supervisory experience
Experience in leading vertical teams, implementing improvement efforts and coaching teachers in the classroom
Principal experience preferred


Special Knowledge/Skills:
Working knowledge of English Language Arts and Reading curriculum and instruction
Ability to evaluate instructional programs and teaching effectiveness
Strong organizational, communication and interpersonal skills
Demonstrated supervisory experiences and leadership abilities

Salary Range: $85,888-121,071
