Description/Notes: | Primary Purpose Deliver and coordinate professional development, and provide technical support and services for LEAs and ESC 11 staff in the areas of state and federal accountability in an effort to support the ESC’s strategic goals. In addition, provide expertise and training to districts and charters going through the intervention process, federal and/or state improvement processes, and/or Results Driven Accountability processes. They are intended to be accurate reflections of those principal job elements essential for making fair hiring and pay decisions. **This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds. ❖ Guide campuses through and connect them with school improvement efforts including the Effective Schools Framework diagnostics and support them in implementing instructional leadership practices aligned to their prioritized focus areas for continuous improvement ❖ Work collaboratively with ESC 11 center directors, coordinators, and their staff in planning and implementing services to schools in support of improvement and compliance with accountability intervention requirements ❖ Partner with the Center for Effective Schools (CES), TEA, other ESCs, and state and national agencies, as appropriate, to support the provision of services to schools ❖ Support the TEA strategic priority for the improvement of low-performing schools ❖ Provide support related to accountability for the comprehensive planning process for the ESC ❖ Provide leadership and technical expertise to assist LEAs in analyzing and interpreting campus, district, regional, and state performance reports ❖ Disaggregate regional and statewide data; produce and analyze campus, district, regional, and state performance reports for the ESC and provide recommendations for department support services ❖ Represent the ESC on statewide committees and networks in support of accountability topics ❖ Collaborate with stakeholders through systemic support efforts to improve student performance ESC Region 11 Human Resources 2024 EDUCATION SERVICE CENTER REGION 11 JOB DESCRIPTION ❖ Provide assistance in activities related to compliance with state and federal laws, state policy and regulations, and adhere to ethical and legal standards ❖ Engage in professional development to maintain knowledge and skills in area(s) of responsibility ❖ Collaborate with LEAs in fulfilling all requirements of the state and federal accountability system, including campus planning, data disaggregation, and onsite technical assistance ❖ Maintain successful communications efforts/updates between Region 11 and district personnel to maintain strong relationships, effective communication, and exemplary customer service between the ESC and local LEAs in the areas of state and federal accountability ❖ Assist in coordinating the regional accountability program and help with center-wide conferences, workshops both virtually and in-person ❖ Collaborate with the accountability, special programs, MTSS, and emergent bilingual staff to identify professional development needs associated with assessment and data analysis to close student achievement gaps among sub-groups ❖ Knowledge and understanding of Assessment Data Systems (Eduphoria, DMAC Solutions, MAPS, NWEA, etc.) ❖ Coordinate, market, support, and train district and campus staff in the service center’s Data System Resources (DRS) such as Eduphoria, DMAC, TEKSbank, and Mastery School Improvement: ❖ Ensures LEAs meet the grant program requirements for the School Improvement Grant and/or the Effective Schools Framework Facilitation Grant ❖ Demonstrate a deep understanding of Texas School Accountability ❖ Cultivates relationships and designs professional learning for campus leaders and District Coordinators of School Improvement (DCSIs) ❖ Ability to -coach and support district and campus leaders in developing an improvement plan aligned to rigorous goals and develop systems and structures to support the implementation of the plan ❖ In-depth knowledge of campus leaders’ roles as instructional leaders, including critical instructional leadership tasks such as observation/feedback cycles, data analysis, and professional development ❖ Strong analytical and problem-solving skills Effective Schools Framework & Professional Development: ❖ Ability to analyze and synthesize data and other authentic instructional artifacts to assess leadership proficiency ❖ Ability to self-reflect, apply feedback, and continuously improve ❖ Ability to develop the capacity to write an Effective School Framework Diagnostic report with support and guidance from the School Improvement Lead or designee ❖ Ability to develop the capacity to complete an Academic Review report with support and guidance from School Improvement Lead or designee ❖ Ability to attend all required TEA training related to job responsibilities ❖ Strong organizational and time management skills ESC Region 11 Human Resources 2024 EDUCATION SERVICE CENTER REGION 11 JOB DESCRIPTION ❖ Strong verbal and written skills ❖ Attend state and local training for state accountability and Data Resource Systems as required ❖ Perform all other duties as assigned by the direct supervisor or Director Supervisory Duties None Equipment/Specialized Software Used Computers, projection devices, control panels in meeting rooms, printers, productivity software, software specific to the job assignment, network resources, internet resources, and other hardware and software necessary to perform the functions of the job effectively and efficiently. Working Conditions (Mental Demands/Physical Demands/Environmental Factors) Mental: Public relations and people skills are always required, work with frequent interruptions, and maintain professional composure and confidentiality under stress. Physical: Occasional prolonged and irregular hours, ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer. Travel: Travel to Local Education Agencies (LEAs) in the region and some overnight travel is required. Assignments to districts are based on the needs of the LEA and the availability of consultants. Mileage is reimbursed and arrangements for overnight travel are provided by ESC Region 11. Environmental: Open cubicles/workstations. Evaluation Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance, need, and funding. |
