| Campus Description: | The Maypearl Independent School District is located west of Waxahachie and south of Midlothian in scenic Ellis County. More than 1,100 students attend one of the four campuses: Maypearl Primary School (PK-1), Lorene Smith Kirkpatrick Elementary (2-5), Maypearl Middle School (6-8), Maypearl High School (9-12). The 84 square mile district is growing in student population.<br /> <br /> A fiscally sound district, Maypearl ISD offers a wealth of academic and extracurricular opportunities for students. Elementary students participate in art, music and computers on a regular basis. Middle school students are offered art, music, band, theater, technology applications, leadership, and courses in CTE for college and career readiness. Qualifying 8th graders have an opportunity to take Algebra I for high school credit. Maypearl High School offers all five endorsement programs with electives in engineering, agriculture, the fine arts, computer science, family and consumer sciences, and certificate programs in Cosmetology and Paralegal Studies through a partnership Navarro College. Academically eligible students may choose to take classes through Maypearl High School's Panther Academy, which is a dual credit program. The Panther Academy guides students through a course of study that will satisfy both high school graduation requirements and requirements for an Associate's Degree from Navarro College.<br /> <br /> Extracurriular activities include academic UIL, student government, marching band, winterguard, UIL One Act Play, FFA, as well as athletics. The Maypearl Panthers play football, volleyball, basketball, baseball, softball, tennis, golf, compete in powerlifting, run cross country, compete in track and field events, and cheer. Maypearl's athletic facilities are among the best in our 3A conference district. The Panthers played our first season on the new artificial turf football field and track in 2014. The district is one of very few in the state with an indoor golf practice facility, and a new tennis court was added in 2017-2018.<br /> <br /> Maypearl ISD is a smaller district that offers great opportunities for our students in a hometown environment. | Description/Notes: | Employment 1. Develop recruitment and retention strategies for district personnel. 2. Develop and implement a screening and selection process for all employees. 3. Work with principals and other administrators to forecast staffing needs and develop staffing plans. 4. Ensure that all teachers are highly qualified. 5. Administer and oversee orientation programs for new employees. 6. Administer employment contracts and supervise contract renewals and nonrenewals. 7. Provide equal employment opportunity and work cooperatively with others to ensure compliance with federal and state laws and regulations. 8. Assist supervisory personnel in conducting due-process procedures. 9. Direct and monitor employee performance appraisal and ensure that supervisors have proper training. 10. Assist supervisors and principals with employee counseling and improvement plans where needed. 11. Oversee the necessary processing for issuance and renewal of state certificates and permits. Compensation and Benefits 12. Analyze wage and salary data and recommend effective compensation plans. 13. Develop and implement procedures for salary administration and placement of new hires. 14. Administer leave benefit programs and monitor employee attendance patterns. 15. Develop and implement procedures for the preparation and updating of job descriptions and for the proper classification of positions in the district compensation plan. 16. Administer the teacher salary schedule and service records. 17. Oversee compliance with federal wage and overtime laws and ensure proper timekeeping for nonexempt personnel. 18. Works with finance to calculate cost estimates for compensation and benefit recommendations. 19. Manages the district’s health insurance, optional employee benefits, workers’ compensation, and unemployment compensation benefit programs. 20. Works with insurance vendors and third party administrators. 21. Provides employees with information about benefits and advocates on their behalf. 22. Reviews and recommends changes in benefit programs. Employee Relations 23. Promote collegiality, teamwork, and collaborative decision making among staff. 24. Implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them. 25. Implement and oversee effective districtwide employee recognition programs. 26. Coordinate communication and mediation processes for employee complaints, grievances, and concerns. 27. Monitor employee retention and turnover through analysis of data and exit interviews. 28. Ensure that the employee handbook and personnel directory are created, updated annually, and distributed. Budget 29. Ensure that programs are cost effective and that funds are managed prudently. 30. Develop and monitor the annual budget for the department. 31. Implement the policies established by federal and state laws, State Board of Education rule, and local board policy in the area assigned. Records 32. Supervise personnel records management and oversee compliance with the state records management program (may serve as designated records management officer). 33. Develop and maintain systems for retrieval of information in support of all programs. 34. Compile, maintain, file, and secure all physical and electronic reports, records, and other required documents. Human Resources Department 35. Hire, organize, and direct the work activities of department staff. 36. Evaluate job performance of department staff to ensure effectiveness. 37. Provide training and development for department staff. 38. Ensure that department operations contribute to the attainment of district goals and objectives. 39. Develop and monitor the annual budget for the department. Other 40. Attend board meetings regularly and make presentations to the board. 41. Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices. Supervisory Responsibilities: Supervise and evaluate the performance of human resource department staff. Mental Demands/Physical Demands/Environmental Factors: Maintain emotional control under stress. Frequent districtwide and statewide travel; occasional prolonged and irregular hours. |
| Qualifications: | 8 years successful administrative experience in public schools. Former campus principal preferred with 6 or more years of experience Training in Human Resources and Legal Obligations Education/Certification: Master’s degree in human resources, business administration, education, or equivalent Special Knowledge/Skills: Knowledge of the selection, training, and supervision of personnel Knowledge of wage and salary, benefits, and performance appraisal Knowledge of school employment law, personnel law, and hearing procedures Ability to implement policy and procedures Ability to analyze and interpret data and statistics Ability to manage budget and personnel Strong communication, public relations, and interpersonal skills |
