Description/Notes: Ensure a well-articulated, coordinated, and comprehensive federal program (ESSA) support system for our districts. Provide effective federal program leadership to campuses, districts, and charter schools. Provide appropriate professional development and technical assistance to our districts and charter schools.

♦ Actively participate in and/or provide leadership for inter-departmental teams to help improve student performance in the region, improve the ESC's internal operations, and meet the established goals and objectives of the ESC.

♦ Analyze available needs assessment data from regional, state, and national sources.

♦ Establish key performance indicators (KPIs) and metrics for each program initiative to measure success and progress.

♦ Monitor and evaluate the performance of each program initiative regularly, conducting qualitative and quantitative analyses.

♦ Provide feedback to the program team on their performance and identify areas for improvement.

♦ Collaborate with the program team members to establish action plans to enhance program performance.

♦ Ensure that the performance management process is cyclical and iterative, promoting continuous improvement.

♦ Participate in the collaborative development of a comprehensive plan for training, products, and services to meet regional needs.

♦ Develop quality training, products, and services reflecting scientifically based research, national and state initiatives, and campus/district/charter school needs.

♦ Deliver training and support related to grant requirements.

♦ Attend professional development and meetings related to grant requirements.

♦ Provide training, products, and services incorporating quality review, multiple models of professional development, and appropriate adult learning strategies in the areas of ESSA.

♦ Model effective uses of technology in personal productivity and instructional applications.

♦ Provide technical assistance to local education agencies (including school districts and charters) as needed, as well as appropriate follow-up and follow-along to training, products, and services provided in the areas of ESSA and other federal programs.

♦ Evaluate the impact of training, products, and services on student performance, program application, and systems changes in the areas of ESSA programs.

♦ Participate in designated local, state, and national professional development activities and share information with ESC staff and appropriate regional personnel.

♦ Perform other duties as assigned.

Education/Certification:

♦ Masters Degree

♦ Texas teacher certificate

♦ Administrative Certification, preferred

Special Knowledge/Skills:

♦ Team-oriented attitude and desire to work collaboratively with ESC staff campus/district/charter school personnel.

♦ Strong organizational, communication, public relations, and interpersonal skills.

♦ Technology competency levels comparable to those required by the State Board of Educator Certification for all beginning teachers.

♦ In-depth knowledge of content (PreK-12) as related to assignment.

♦ In-depth knowledge of the Texas Essential Knowledge and Skills, the state assessment and accountability system, and state & national initiatives and standards.

♦ Understand differentiated instruction to ensure success for all students.

♦ Understand specially designed instruction including accommodations and modifications to ensure success for students with disabilities.

♦ In-depth knowledge of program and compliance issues related to ESSA and other federal grant programs.

♦ In-depth knowledge of data disaggregation and how to use the data to impact campus/district planning in regard to federal programs.

Experience

♦ A minimum of three years of successful teaching experience in Texas public schools.

♦ Successful experience in administering an ESSA program at the district level. ♦ Successful experience in program development.

♦ Successful experience in training teachers and/or other adults.

♦ Successful experience in an educational leadership position; experience in a supervisory position preferred.
Salary Range: $78,580 (minimum) to $95,829 (midpoint)
