Description/Notes: The Executive Director or Risk Management will oversee, direct, and manage risk programs of the district to control exposure and minimize loss. Assess the risks of the district and plan for the protection of district assets through traditional insurance, self-insurance, and loss control. Direct risk management, workers' compensation self-insured program, automobile/student transportation self-insurance program, controllable assets, unemployment insurance, safety & loss control, and property casualty insurance programs.
Oversee the activities of the districts property casualty insurance program, including managing a cost effective program; selecting and managing brokers, insurers, service providers; designing, implementing, and monitoring of districtwide risk management program.
Oversee staff that administers self-insured workers' compensation insured program with collecting and verifying data for claims reporting, investigation and resolution. Manage activities of third party administrator, interact with the district's legal office, outside counsel, and adjusting agencies regarding legal proceedings, state regulations, and claims resolution.
Supervise the activities of the districts Safety and Loss Control program. Review district projects for hazards and recommend methods for eliminating or reducing risk. Provide ongoing safety training for district personnel. Supervise the Fire Drill Tracking Program to ensure all district campuses and facilities are in compliance with state mandated requirements.
Oversee the self-insured automobile/school bus insurance program, including driver approval, drug and alcohol testing program, driver training, motor vehicle record checks, vehicle accident claims administration, ensure that employees required to drive a district vehicle meet district requirements and adhere to board policy. Monitor and analyze the districts accident history with assistance of actuary.
Oversee the activities of the district's Controllable Assets program.
Oversee the review of contract provisions and Certificate of Insurance process to ensure vendor contracts are in compliance with district insurance requirements.
Oversee claims administration programs for the district. Oversee the investigation of employee accidents, liability claims, thefts, and property losses, and coordinate the preparation of evidence for use in hearings, litigation, and insurance claim cases. Ensure the proper review of liability claims for completeness, timeliness, and compliance with district and/or legal requirements. Negotiate adjustments of insured and uninsured losses with insurance adjusters, third party administrators, attorneys, and insurance companies.
Oversee the preparation and monitoring of the departmental budget. Oversee the preparation of the department's RFPs for insurance and other consultant services.
Directs the district's Unemployment Compensation insurance program.
Supervise the activities of the department in accordance with the districts policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Implement the policies established by federal and state law, State Board of Education rules, and local board policy in the area of risk management.
Qualifications: Required Master's Degree from accredited university in Business Administration or Risk Management, or related area.
Required Associate in Risk Management (ARM).
Preferred Certified Risk Manager or Chartered Property Casualty Underwriter (CPCU) designation.
Required 10+ years of direct experience in Risk Management, Safety & Loss Control and/or Claims.
Demonstrated knowledge of Texas workers compensation code.
Demonstrated knowledge of principles, trends, methods, and procedures pertaining to risk management, risk insurance, accident prevention and loss control programs, insurance regulations, and self-funded programs.
Demonstrated knowledge of laws pertaining to work related injury or illness, school district liability, and public safety.
Demonstrated ability to interpret policy, procedures, and data.
Demonstrated ability to conduct on-site safety inspections of all district facilities.
Demonstrated strong organizational, communication, and interpersonal skills.
Salary Range: Minimum Salary: 120,142.00
Median Salary: 146,502.00
