| Description/Notes: | PRIMARY PURPOSE: To provide human resources leadership related to employee relations and all personnel matters. MAJOR RESPONSIBILITIES AND DUTIES: Employee Relations: Establish and maintain strong positive relationships with campus and district personnel. Collaborate with and provide guidance for campuses and departments regarding personnel issues. Possess effective coaching and guidance skills, and inspire both the respect and the trust of principals and other colleagues. Demonstrate and elicit trust and respect from others, recognize and respect the knowledge, experience, and values of others, and demonstrate and secure the confidence of others. Serve as a hearing officer for grievances as appropriate. Participate in activities that promote positive relationships between HR team members, the district, and the community. Cooperate with other staff members and communicate effectively to contribute to the overall effectiveness of the Human Resources Department. Display a strong personal commitment and maintain high visibility, accountability, and accessibility through regular interactions with campuses. Problem Solving and Analysis: Effectively solve problems rather than treating symptoms, listen to and take responsibility for parent or community interest and concerns addressed at the central office level, and develop cohesive solutions after weighing alternative courses of action. Manifest adeptness at conflict resolution and in choosing among alternatives; possess the ability to balance the needs of central administration, campus educators, students, parents, and the community. Analyze and use relevant data, research, and state/district reports to assist supervisors and the Chief Human Resources Officer in generating recommendations, alternatives, solutions, and in implementing change. Engage in proactive planning to meet the needs of a fast-growth organization. Personnel Management: Facilitate and participate in district recruiting and retention initiatives. Work cooperatively with principals and supervisors to screen and interview candidates and provide recommendations for the selection and assignment of personnel. Assist supervisory personnel in conducting and documenting of staff evaluations, professional growth plans, due process procedures, and contract non-renewals. Conduct district investigations as assigned. Facilitate public information requests for Human Resources. Professional Growth and Development: Stay current with human resource issues and best practices through professional organizations, publications, and conferences. Provide professional development on human resources issues. HR Process: Assist with the teacher allocation and assignment processes, as needed. Facilitate the orientation program for new professional personnel. Assist in the preparation and revision of job descriptions and classifications of positions. Assist in the development and implementation of salary, benefits, and other forms of compensation. Compliance: Ensure compliance with federal, state, and local policies concerning personnel and other areas of supervision. Maintain complete and accurate personnel records as required by administrative regulations, federal guidelines, district policy, and the Texas Education Agency. Other: Display the confidence, composure, intuitive judgment, sensitivity, and integrity needed to face tough, complex leadership challenges. Demonstrate notable past and current personal, instructional, and managerial success as a leader. Observe professional and ethical standards in accordance with generally accepted community standards and the Texas Education Agency Code of Ethics. Excel in written and verbal communication and interaction which conveys a positive public image for the Human Resources Department and the District. Research and supply information as needed. Perform other duties as assigned by the Chief Human Resources Officer, the Superintendent, or Superintendent designee. |
| Qualifications: | Education/Certification: Bachelor's degree required Master's degree preferred Able to obtain credentials as a certified state appraiser Special Knowledge/Skills: Strong organizational, communication, public relations, and interpersonal skills Ability to work with multiple parties to solve problems and resolve conflict Ability to analyze organizational needs, research options to address needs, and collaborate with other departments and external groups to implement strategies concerning district needs Ability to guide implementation and assess the effectiveness of district wide initiatives Ability to interpret policy, procedures, and data Knowledge of Texas school employment law and hearing procedures Successful experience with interviewing, selecting, and training staff Experience: Campus or other relevant leadership experience required Principalexperience preferred Human Resources related experiencepreferred |
