Description/Notes: MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

This position is funded through September 30, 2023, with federal stimulus funds. Continuation of the position beyond that date is contingent upon available funding. This federally funded position will provide critical support for the agency to urgently address student learning loss due to the COVID-19 pandemic.

POSITION OVERVIEW: The Texas Education Agency is seeking a talented individual to join a team of professionals dedicated to improving the educational outcomes for all public-school students in the state of Texas. This position reports to a Grant Negotiation Supervisor in the Grants Administration Division, which is responsible for awarding and administering over $3 billion in federal and state education grants to school districts and open-enrollment charter schools each year. The CRRSA (Coronavirus Response and Relief Supplemental Appropriations) Grant Negotiator will work with grants funded by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the American Rescue Plan (ARP) Act of 2021, the Coronavirus Response and Relief Supplemental Appropriations Act of 2021, and other COVID-related grants.

The CRRSA Grant Negotiator analyzes and reviews a large number of grant applications and determines if they comply with applicable fiscal and programmatic requirements, laws, regulations, guidance, and standards. Work involves extensive communication, clarification, and negotiation with grant subrecipients regarding specific requirements and budget details.

A successful candidate must be committed to providing outstanding customer service, understanding and maintaining compliance with complex program requirements for numerous grants, and helping school districts and open-enrollment charter schools use their grant funds appropriately and effectively.

ESSENTIAL FUNCTIONS:

-Review assigned grant applications and amendments by established deadlines and according to defined performance
measures, clarifying information with and assisting grant subrecipients as needed.
-Make accurate adjustments to approved grant application budgets to incorporate changes in funding, processing
assigned changes by established deadlines.
-Provide assistance and support to school districts, open-enrollment charter schools, TEA staff, and other stakeholders
regarding grant compliance issues such as allowable expenditures, budget standards, and submitting amendments, as
well as agency procedures, systems, and databases.
-Complete user testing of modifications to the agencys grant application system within tight timelines and suggest
improvements to grant-related documents such as the agencys paper grant application, applicant instructions, and
internal checklists and procedures.
-Assist with other duties as needed, including training other staff in processes and procedures, and maintaining division databases and systems.
Qualifications: MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university. Major coursework in education is preferred.

Experience: At least one (1) year of experience in the development, review, analysis, and/or administration of grants, contracts, or other complex documents or applications. Experience developing, completing, or reviewing grant applications in a school district, a regional education service center, an open-enrollment charter school, or at Texas Education Agency is preferred.

Substitutions: Education and experience may substitute for one another on a year-for-year basis.


OTHER QUALIFICATIONS:
-Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
-Knowledge of federal or state laws, regulations, guidance, and agreements pertaining to grants administration
-Familiarity with educational administrative regulations, uniform administrative grant requirements, cost principles, financial
accounting rules, grant processes and procedures, and related resources
-Experience with electronic accounting and grants administration systems including TCAPPs/TGIF, Expenditure Reporting (ER system),
familiarity with TEAs grant systems and application processes preferred
-Experience reviewing, analyzing, and negotiating grant applications for program and fiscal compliance
-Proven ability to correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures
-Proven ability to accurately process a large volume of grant applications within a relatively short period of time
-Highly organized; equipped to manage multiple projects and meet deadlines in a dynamic environment
-Excellent written and verbal communication skills
-Meticulous attention to detail; strong proofreading skills
-Strong research, problem-solving and decision-making skills
-Advanced mathematical aptitude
-Superior customer service skills
-A desire to self-reflect, give/receive feedback and continuously improve
-Proven ability to exercise independent judgment in planning, organizing, performing duties, and working under minimal supervision

-Highly skilled in Microsoft Office applications and PeopleSoft Financials
Salary Range: $3,763.16 - $4,956.08
