Description/Notes: BASIC FUNCTION & RESPONSIBILITY: Provide in-house legal services to the superintendent, designated staff, and board of trustees, including representation and research. Assist the superintendent and board in legal performance of their duties. Coordinate all legal services required by the district.

Management of Administrative, Fiscal and/or Facilities Functions:

Advise the superintendent, staff, and board on legal issues, including personnel and student issues.
Prepare and conduct litigation and represent the district in administrative and judicial proceedings.
Draft, review, and revise legal documents.
Attend board meetings and other administrative meetings to provide legal counsel.
Coordinate legal services provided by outside law firms, including administering contracts and reviewing billings.
Serve as the districts hearing officer for applicable student and employee grievances, complaints, and appeals as required by policy.
Serve as the districts compliance officer for all applicable state or federal laws.
Provide assistance and advice regarding district records, including requests under the Texas Public Information Act.
Monitor compliance with the Texas Open Meetings Act.
Monitor compliance with competitive procurement and purchasing contract requirements.
Assist in the formulation and execution of policies and regulations and review materials for publication in handbooks.
Coordinate responses to investigations by the Texas Education Agency, U.S. Department of Education Office for
Civil Rights, and other administrative or regulatory agencies.

Provide legal assistance on district elections.
Monitor and interpret the impact of proposed or enacted legislation.
Research, recommend, implement and administer District and department policies and procedures that are in compliance with all federal, state, and local regulations.
Coordinate departmental activities with other District offices and administrators and provide assistance to requesting departments.
Prepare annual operating budget recommendation for department and implement and monitor assigned budgets.
Qualifications: Law degree from an American Bar Association approved law school, valid license to practice law in the State of Texas, and four years of related experience, including three years in a supervisor capacity.
Salary Range: $145,087.48-$176,935.40
