PRIMARY PURPOSE SUMMARY: Evaluate and make data-driven recommendations to ensure alignment of program effectiveness and resource allocation to develop improvement plans in collaboration with stakeholders. Responsible for the compliance and reporting components of Title I, Title II, Title III and State Compensatory Education and State Compensatory Education. Oversee departments aligned with learning support services, such as Guidance Services, Family Specialist program, and instructional communications with community businesses and associations. Leads improvement initiatives tied to College, Career, Military Readiness (CCCMR), graduation rates, and advanced academics. Coordinate District initiatives for annual calendars, summer school program, high school and middle school course catalog, material review and adoption of textbooks. ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES: 1. Ensures compliance of all state and federal mandates in curricular issues and special program requirements involving Title I, Title II, Title III, ESEA and Bilingual/ESL. 2. Oversees summer school programming. 3. Collaborates with the departments in the Division of Instruction with the planning and implementation of data coaching, issuing report cards, new teacher orientation, Joint Principals Meetings, Summer Leadership. 4. Ensures continuing collaboration between central office departments, principals, assistant principals, counselors and other instructional leaders in the development of the District's course offerings. 5. Oversees the ongoing development of the District's course catalog. 6. Assists campus administrators in developing campus instructional improvement plans that promote academic excellence for all students eligible for Title I and State Compensatory Education services. 7. Uses evaluative findings to determine the extent to which program goals and objectives are met. 8. Provides leadership for campuses to provide services to at-risk students and provides appropriate guidance in recommendations in programs and services. 9. Develops and manages the fiscal operations of all federal and state programs. 10. Recommends the necessary personnel resources to meet the objectives of the Title and State Compensatory Education Programs. 11. Coordinates/consults with Region 20 Education Service Center and other community officials in the provision of services to private, non profit school students in compliance with the Title programs. 12. Prepares all federal program reports, applications and amendments as required by the US Department of Education. 13. Prepares all state program reports, applications and amendments as required by the Texas Education Agency. 14. Recommends and plans professional growth activities that meet the objectives of all federal and state programs. 15. Serves as the District contact person for Texas Education Agency compliance inquiries and visits. 16. Initiates the formulation of Board policies relevant to instructional issues and provides input to the development of District parent/student information documents. 17. Leads the development of the District and Campus Improvement Plans. 18. Directs the District's curriculum textbook selection process. 19. Manages personnel by delegating appropriately, encouraging personal and professional growth and evaluating their performance. 20. Oversees and monitors all budgets within the department. 21. Reports to work on time every day. 22. Maintains confidentiality of information. 23. Performs additional duties and accepts other responsibilities as may be assigned. QUALIFICATION REQUIREMENTS • Demonstrated ability to read, analyze, and interpret the most complex documents • Demonstrated ability to write speeches and articles using original or innovative techniques or style • Demonstrated ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or Board of Trustees • Demonstrated ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis • Demonstrated ability to establish and maintain effective working relationships with school employees, state and federal agencies, the public and office employees • Demonstrated ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public • Valid Texas Driver’s License with a driving record that meets the requirements of the District PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to stoop, kneel, crouch, or crawl. The employee is occasionally required to reach with hands and arms, climb or balance, and taste or smell. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee is frequently required to drive personal vehicle in the performance of assigned tasks. WORK ENVIRONMENT: While performing the duties of this job, the employee is occasionally exposed to outside weather conditions and risk of electrical shock.
