Primary Purpose:
Provide leadership and oversight of the district’s accounting, budgeting, financial reporting, and internal control functions. Direct the development, implementation, and monitoring of financial processes and procedures to ensure compliance with state and federal regulations, GASB standards, and generally accepted accounting principles (GAAP). Support strategic financial planning by delivering accurate financial data, forecasts, and analyses to district leadership.


Qualifications
Education/Certification:
Bachelor’s degree in Accounting, Finance, Business Administration, or related field

Special Knowledge/Skills:

Extensive knowledge of governmental accounting, budgeting, and financial reporting
Knowledge of GAAP and GASB standards and Texas Education Agency Financial
Accounting Manual requirements
Knowledge of audit procedures, payroll processes, and internal controls
Strong analytical, organizational, and supervisory skills
Effective written and verbal communication skills
Proficiency in financial management software, spreadsheets, and databaseapplications
Ability to interpret financial data and present clear recommendations to
leadership
Knowledge of Skyward financial systems
Experience:
Three years in school business management or public organization
Major Responsibilities and Duties:
Financial Planning & Budget Management:

Coordinate the development, preparation, and administration of the district’s annual operating, capital, and debt service budgets.
Develop budget formats, fixed-cost estimates, and long-range financial projections.
Assist the Chief Financial Officer in the preparation of the budget and development of long- and short-range objectives for the business operations of the district.
Prepare and maintain reports as required to provide data needed by all campuses, departments, and the Board to make informed and appropriate financial decisions including but not limited to monthly budget variance reports and forecast through year end and future years.
Review grant budgets to ensure consistency with district financial procedures and compliance requirements.
Ensure all approved budgets are accurately entered into the district’s financial system.
Prepare and recommend budget amendments as needed.
Accounting, Reporting, and Compliance

Ensure accounting systems and financial procedures comply with all applicable laws, regulations, and TEA financial accounting requirements.
Review and reconcile bank accounts as requested by supervisor on an as needed basis.
Maintain and monitor the district’s chart of accounts to ensure compliance with FASRG and PEIMS reporting requirements.
Prepare and verify financial reports, schedules, and supporting documentation required for audits, administration, and regulatory agencies.
Review audit adjustments and assist with the annual financial close process.
Assist in the preparation of the Annual Financial Report and TEA financial submissions.
Internal Auditing Function

Develop and maintain internal audit procedures and documentation to support the annual external audit.
Conduct or coordinate periodic internal reviews of revenue and financial processes to strengthen internal controls.
Systems Administration and Process Improvement

Serve as security administrator for the district’s automated finance and human resources systems.
Evaluate and improve financial processes to enhance efficiency, accuracy, and internal controls.
Personnel Management

Select, train, supervise, and evaluate assigned staff.
Provide recommendations regarding employee placement, retention, professional development, and disciplinary actions as appropriate.
Administration

Work collaboratively with campus and department administrators to support budgeting, payroll, purchasing, and financial decision-making.
Compile, maintain, and safeguard required financial records and documentation.
Supervisory Responsibilities:
Supervise and evaluate assigned finance department personnel as directed by the
Chief Financial Officer.
