| Description/Notes: | PRIMARY FUNCTION Provide leadership, operational management, and oversight for all district HR compliance and employee relations functions. Ensure consistent, district-wide adherence to local, state, and federal employment laws, board policies, and administrative procedures. Direct and oversee all employee and Title IX investigations and policy updates. Collaborate with internal and external personnel, ensure the prompt resolution of employee complaints, and proactively address systemic operational issues. QUALIFICATIONS Education/Certification: Bachelor’s degree from an accredited college or university Master’s degree in Human Resources, Educational Administration, or related field preferred Texas principal or mid-management certification preferred Special Knowledge/Skills: Comprehensive knowledge of employment law, certification requirements, and HR compliance standards Strong investigative and conflict-resolution skills Expertise in policy development, employee relations, and grievance procedures Knowledge of TEA and state reporting requirements Comprehensive knowledge of federal/state laws and grievance procedures applicable to Title IX Ability to manage complex investigations, interpret compliance data, and resolve conflicts neutrally Exceptional written and verbal communication skills Ability to interpret and implement complex regulations and policies Strong leadership and analytical skills with attention to confidentiality and detail Experience: Minimum five (5) years of HR or administrative experience preferred Minimum three (3) years in a supervisory or leadership role preferred EVALUATION Performance will be evaluated annually in accordance with the provisions of the Board’s policy on evaluation of personnel. ESSENTIAL JOB FUNCTIONS: Manage and administer compliance with federal, state, and local employment laws, TEA regulations, and board policy. Oversee the development, revision, and communication of the district employee handbook. Manage fingerprinting and background check compliance for all district employees. Manage employee relations and coordinate investigations related to grievances, complaints, and disciplinary matters. Provide training and guidance to supervisors and administrators on employee relations and documentation practices. Advise district leaders on corrective action, performance management, and policy interpretation. Ensure fairness, consistency, and confidentiality in all investigations and resolution processes. Ensure all required non-discrimination notices, Title IX coordinator contact information, and grievance procedures are prominently displayed and updated across district websites, publications, and campus materials. Develop, coordinate, and deliver targeted educational trainings and materials for district staff regarding compliance, non-discriminatory practices, and grievance protocols. Coordinate and liaison with external entities, including law enforcement and regulatory agencies, during joint or parallel investigations. Communicate updates on new laws, regulations, and HR procedures to district leadership. Collaborate with Legal, Finance, and other departments to ensure compliance alignment. Maintain accurate documentation, records, and reports related to compliance and investigations. Adhere to professional and ethical standards, in accordance with generally accepted community standards and the Texas Education Agency Code of Ethics. Develop needed professional skills appropriate to job performance. Maintain confidentiality. Reliable attendance and punctuality. Follow district safety protocols and emergency procedures. Participate in staff development activities to improve job-related skills. Attend and participate in staff meetings and serve on staff committees as required. Comply with policies established by federal and state law, State Board of Education rule, and local board policy. Perform other duties as assigned by the Executive Director of HR Operations. WORK ENVIRONMENT Mental Demands/Physical Demands/Environmental Factors: Tools/Equipment Used - Standard office equipment including personal computer and peripherals Posture - Prolonged sitting; occasional bending/stooping, pushing/pulling and twisting Motion - Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching Lifting - Occasional light lifting and carrying (less than 25 pounds) Mental Demands - Work with frequent interruptions; maintain emotional control under stress. Must maintain strict objective neutrality and absolute confidentiality when handling highly sensitive or adversarial compliance cases. Occasional travel within the district required. Environment - Indoors including but not limited to: classroom, cafeteria, library, or other campus location. Outdoors (exposure to sun, heat, cold, and inclement weather). Exposure to noise. May work prolonged or irregular hours. A remote location in the event of a declared emergency, temporary closure, or closure. |
