Primary Purpose:
Assist in directing, coordinating, and managing the district human resource functions to ensure legally sound and effective personnel management practices. Support the development and implementation of personnel programs to include recruitment, staffing, compensation, and employee communication. Interpret, review and recommend personnel policies and regulations for the district.
Qualifications: Qualifications:

Master’s degree in education, human resources, business administration, or equivalent
Course work in business, public, education administration or human resources
Texas mid-management, principal or superintendent certification
Three years successful administrative experience
Teaching experience
Knowledge of certification laws, Texas Education Code, district policies, federal and state law relating to personnel, contracts and budgeting
Knowledge of school employment law, personnel law, and hearing procedures
Ability to analyze and interpret data and statistics
Proficient in creation and editing of Microsoft Excel, Word and PowerPoint Documents
Proficient in the creation and delivery of presentations
Ability to manage budget and personnel
Knowledge and experience with master schedule development at the secondary level
Ability to communicate effectively
Knowledge of wage, salary and benefits
A comprehensive understanding and working knowledge of the diverse needs of teachers and staff
Certification in T-TESS (preferred)


Major Responsibilities and Duties:

Supports the recruitment and hiring process of all employees
Annually review, update, and create job descriptions for professional and paraprofessional staff.
Analyze the job descriptions of all employees to determine exempt and non-exempt status.
Assist with staffing growth projections and review requests for additional staffing needs.
Support campus administrators with personnel concerns and/or staffing needs of staff, paraprofessionals and substitute teachers.
Manage the TEA class size waiver process and review student enrollment on an ongoing basis.
Maintain T-TESS certification and support district administrators in the evaluation of employees.
Review temporary worker requests, assign appropriate rate of pay, and approve timesheets.
Collaborate, plan and coordinate with executive level administrators to articulate the district’s recruitment, selection, certification, highly qualified teachers, retention, and performance management initiatives and help to solicit support for implementation of those initiatives.
Assist the Executive Director in creating and conducting orientations for new staff members.
Pre-screen applicants and provide assistance in the selection of candidates for employment.
Apply technology, as appropriate, to manage, track and report on applicant data to support data-informed decision-making.
Analyze EXIT data and create reports to determine trends and improve retention practices
Have thorough working knowledge of trends and changes in Human Resources services in order to maintain and update an effective recruitment program
Assist in creating, coordinating, and presenting HR-related training for district staff
Plans, evaluates and administers equal employment opportunity provisions and works cooperatively with others to ensure compliance with federal and state personnel laws and regulations
Assists supervisory personnel in conducting due process procedures
Implement policies associated with employee complaints, grievances, and serve as support during the employee grievance process.
Ensures that operations contribute to the attainment of district goals and objectives
Compiles, maintains, files and secures all physical and computerized reports, records, and other required documents and records relating to employees
Supervises department staff and makes sound recommendations relative to personnel placement, assignment, retention, discipline, and termination
Participate in professional development activities to maintain current knowledge of employment law, regulations, and practices
Supervise and oversee the applicant software system
Lead district efforts to develop, communicate, and implement successful employee retention strategies.
Make recommendations regarding policies and procedures related to HR services.
Demonstrate skill in coaching staff and peers; provide technical assistance to other departments as needed.
Comply with HR policies, statues, and rules (e.g., EEO, Title IX, and Fair Labors Standards Act).
Assist in the review and revision of HR policies, rules and regulations. Develop supplemental guidelines for existing procedures.
Supervise the background and fingerprinting process.
Work in collaboration with the Executive Director in compensation and hiring practices for the District.
Other duties as assigned.




Supervisory Responsibilities:

Supervises and evaluates HR clerical paraprofessionals.

Working Conditions:
Maintain emotional control under stress, work with frequent interruptions. Repetitive hand motions and prolonged use of computer. Frequent travel in and out of district, overnight trips, travel by car or plane, long hours of standing. The position requires frequent bending, stooping, twisting, pulling, overhead reaching, sitting, and keyboarding. Position requires the ability to lift 25 pounds to waist high.
