| Description/Notes: | Major Responsibilities and Duties: Manage the operation of the accounting department to comply with applicable laws and regulations and the Financial Accountability System Resource Guide (FASRG). Perform monthly analysis of revenues and expenditures in the general ledger to determine the receipt and use of district funds and for accuracy and reasonableness. Maintain the general ledger and prepare journal entries, review and process budget transfers, set up account codes. Assist the Chief Financial Officer in the preparation of monthly financial statements and other reports for use by Administration, Board of Trustees, District stakeholders and other governmental agencies. Manage and maintain general ledger transactions to ensure accuracy, completeness and reliability. Move funds daily to and from bank and investment accounts Review and ensure the accuracy of daily cash flow Ensure monthly bank accounts are reconciled accurately Review and adjust Accounts Payable clearing accounts and unclaimed property. Ensure tax collections are recorded daily and provide monthly and annual reporting Implement accounting procedures, systems and controls district-wide and recommend improvements in accounting design and maintenance. Provide training to accounting staff and districtwide personnel to comply with federal, state and local laws, policies and procedures. Collect and submit data for the completion of federal, state and local documents (drawdowns, audits, indirect cost rate, PEIMS, Open Records Requests, etc.). Assist in the successful completion of the Annual Comprehensive Financial Report (ACFR) Assist in reporting to governmental and grant and other agencies. Participate in ongoing professional development activities to stay abreast of rules and regulations in school finance. Design professional development programs for department staff. Collaborate with accounting staff and other Financial Services units to create innovative systems and improve processes to maximize workflow efficiencies. Develop departmental and district-wide procedural manuals. Ensure payables of the district are paid and recorded timely. Define job performance expectations of department staff, evaluate job performance, conduct conferences, and develop training options and improvement plans to ensure the best operation of the department. Apply management practices that promote collegiality, teamwork, and collaborative decision making among staff.
