Description/Notes: | JOB TITLE: Assistant Superintendent – Research, Accountability, and Testing REPORTS TO: Chief – Innovation and Student Support Services WAGE/HOUR STATUS: Exempt PAY GRADE: AI 9 PRIMARY PURPOSE: The Assistant Superintendent for Research, Accountability, and Testing leads the development, implementation, and oversight of systems that promote data integrity, performance accountability, and evidence-based decision-making across the district. This role is responsible for all district activities related to research, data analysis, assessment, and local, state, and federal accountability systems. The Assistant Superintendent ensures accurate reporting, effective program evaluation, and compliance with Texas Education Agency (TEA) requirements, including performance-based monitoring and data validation protocols. The Assistant Superintendent will also direct the strategic use of data to inform instructional improvement, support campus and district planning, and advance the district’s mission and strategic goals. MAJOR RESPONSIBILITIES AND DUTIES: District Data and Accountability Systems: Lead and manage the district’s accountability, research, and assessment departments Ensure compliance with state and federal accountability systems, including PBMAS, Data Validation Monitoring, and A–F ratings Monitor, analyze, and interpret performance data across campuses to inform district planning and interventions Guide the development and implementation of district-wide strategies for improving student outcomes through data-driven decision-making Maintain up-to-date knowledge of TEA accountability frameworks, guidelines, and reporting expectations Assessment and Evaluation: Oversee the administration of all local, state, and national student assessments Ensure fidelity in test security, logistics, accommodations, and staff training Provide guidance to campuses and departments on the use of assessment data to support student learning Direct the evaluation of district initiatives, instructional programs, and strategic plan implementation using valid research methodologies Produce high-quality reports and presentations to inform internal stakeholders, the Superintendent, and the Board of Trustees Strategic Planning and Research: Provide leadership in the development of strategic performance goals and measurable benchmarks aligned to the district’s mission Coordinate the approval, monitoring, and completion of internal and external research studies Serve as the primary liaison for external research partners, universities, and evaluators Promote a culture of inquiry and continuous improvement by making relevant data and research accessible to educators and district leaders Lead key components of the district’s five-year strategic plan related to assessment, data, and accountability Collaboration and Compliance: Collaborate with the offices of Academics, School Leadership, School Transformation, and other departments to align data practices with instructional goals Support campuses in developing and monitoring Campus Improvement Plans (CIPs) using data insights Ensure compliance with all applicable federal, state, and local laws, regulations, and Board policies related to assessment, accountability, and data reporting Respond to requests for information from stakeholders, ensuring timely and accurate reporting WORKING CONDITIONS: Physical Demands / Environmental Factors: The usual and customary methods of performing the job’s functions require the following physical demands: physical mobility, prolonged sitting, occasional standing, and lifting up to 20 pounds. Regular intra-district travel and occasional statewide travel may be required. Mental Demands: Ability to manage multiple complex projects simultaneously; respond to deadlines under pressure; solve problems using evidence-based strategies; and maintain emotional control under stress. Extended work hours may be required. Qualifications: | QUALIFICATIONS: Required: Master’s Degree from an accredited college or university in Education, Educational Leadership, Research, Statistics, or related field Minimum of seven (7) years of experience in education, research, accountability, or assessment, including at least five (5) years in a leadership or supervisory role Preferred: Doctorate Degree in Education or a related field Experience in large, diverse urban or suburban school districts SPECIAL KNOWLEDGE/SKILLS: Deep understanding of the Texas Accountability System, Federal Accountability, and TEA data reporting and monitoring requirements Expertise in assessment systems, performance analytics, and statistical analysis Demonstrated success in using data to drive systemic improvement and support academic achievement Knowledge of research design, program evaluation, and applied statistics Strong leadership skills, including the ability to supervise, coach, and develop teams Ability to manage complex projects and meet deadlines with accuracy and attention to detail Strong knowledge of curriculum, instruction, and assessment practices Excellent communication, collaboration, and interpersonal skills Ability to present complex data in clear, actionable formats to diverse stakeholders Technological proficiency in data analysis tools and systems (e.g., Excel, Power BI, statistical software, SIS platforms) Commitment to equity, transparency, and continuous improvement |
