Qualifications: | Primary Purpose: Supervise and perform general accounting work relating to preparing, administering, and controlling the district’s financial resources. Qualifications: Education/Certification(s): • Bachelor’s Degree in Accounting or related business field • CPA preferred • Five years of accounting experience at a high level of responsibility • TASBO certification preferred Special Knowledge/Skills: • Knowledge of Texas school accounting, budgeting, and finance • Knowledge of governmental accounting and auditing principles established by the Governmental Accounting System Board (GASB) and the State of Texas • Knowledge of the Texas Education Agency (TEA) Financial Accountability System Resource Guide • Knowledge of computerized accounting systems • Knowledge of investing and reporting requirements • Ability to analyze and interpret financial data, evaluate accounting problems, and recommend improved procedures • Ability to use software to develop complex accounting reports, spreadsheets, and databases • Ability to implement policy and procedure • Demonstrate strong organization, communication, and interpersonal skills Major Responsibilities and Duties: 1. Ensure that the accounting systems comply with applicable laws and regulations, including Texas Education Agency (TEA) Financial Accountability System Resource Guide 2. Maintain the general ledger and prepare journal entries 3. Ensures maintenance of effective internal controls to ensure the safeguarding of assets and reliability of financial statements 4. Classify, record, and summarize numerical and financial data to compile and maintain financial records according to governmental accounting principles and district procedures 5. Oversee preparation of monthly bank reconciliation for all bank accounts, and review reconciliations of vendor and payroll clearing accounts 6. Coordinates with Data Services to implement and/or maintain applications related to finance 7. Review and verify the accuracy of journal entries, accounting methods, and procedures 8. Review the accuracy of actuals submission to TEA via PIEMS 9. Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable records and financial statements. 10. Prepare timely audit schedules and financial statements according to federal, state, and GASB standards 11. Work directly with external auditors during annual and/or unscheduled audits 12. Assists in the preparation of the annual budget and fiscal year-end projections 13. Create monthly Financial Reports 14. Compile submissions for award programs – ASBO, GFOA, Transparency Stars, etc. 15. Supervise accounting staff and provide the leadership the in the provision and maintenance of timely, accurate, and appropriate data 16. Evaluate the performance of accounting staff 17. Cooperatively develop long and short-range goals for the accounting department 18. Develop and maintain positive staff morale in the accounting department 19. Work with administrators, principals, directors, and staff regarding accounting issues 20. Assign work to accounting staff and other employees in accounting activities 21. Implement policies established by federal and state law, State Board of Education rule, and local board policy in Financial Services 22. Develop training and/or improvement plans to ensure exemplary business operations 23. Maintain confidentiality 24. Perform other duties as assigned 25. Successfully advance district initiatives Supervisory Duties: Supervises, evaluates, and recommends the hiring and firing of the accountants, and SHARS Facilitator Equipment Used: Standard office equipment, including personal computers and peripherals. Salary Range: | $97,594.56 to 134,129.16 |
