Qualifications: Primary Purpose:
Direct and manage the district’s career and technical education department. Ensure that the development and delivery of career and technical education curriculum and instructional program is effective and efficient, incorporates district goals, supports high levels of student achievement, and provides exceptional career development opportunities for students.
Qualifications:
Education/Certification:
Master’s degree from an accredited university
Texas Principal or other appropriate Texas certificate
T TESS Certification

Special Knowledge/Skills:
Knowledge of career and technical education programs
Ability to interpret data and evaluate instructional programs and teaching effectiveness
Ability to manage budget and personnel
Ability to implement policy and procedures
Ability to interpret data
Ability to be flexible and adaptable
Strong communication, public relations, and interpersonal skills

Experience:
At least two years experience in instructional leadership role
Experience as a high school CTE teacher preferred

Major Responsibilities and Duties:

Instructional and Program Management
1. Oversee the development and delivery of career and technical education programs that incorporate district goals and support student achievement.
2. Develop and maintain effective partnerships with employers in the community to provide program enhancements and on-the-job training opportunities for career and technical education students. Work with partnerships through internship programs and an advisory council to ensure programs align with job market needs.
3. Participate in the district-level decision-making process to establish and review the district’s goals and objectives related to CTE instructional programs and CCMR goals.
4. Monitor and reevaluate career and technical education programs on an ongoing basis using input from community employers, teachers and principals, applied research, and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments to the program where appropriate to meet changing job markets, student, and community needs.
5. Provide leadership to ensure data quality and integrity in all aspects of the Career and Technical Education program, to include PEIMS, CCMR accountability, and other student data related to program needs.
6. Ensure that the necessary time, resources, materials, and technology to support accomplishment of education goals are available.
7. Engage instructional staff in evaluating and selecting instructional tools and materials to meet student learning needs.
8. Actively support the efforts of others to achieve district goals and objectives and campus performance objectives.
9. Plan and provide staff development for career and technical education teachers that supports instructional programs, ensures consistency between current industry/business needs and student instruction, incorporates input from teachers and principals, and is consistent with the district’s mission.
10. Assist in the recruitment of employers and businesses to provide learning experiences to students and provide assistance with educational outreach opportunities into the community.
11. Work collaboratively with CTE staff to establish and maintain positive lines of communication with parents, students, and teachers, regarding career opportunities and postsecondary goals, to include conducting parent and community events.
12. Advise and provide technical support to campuses in the implementation of career program goals and procedures established by the district, to include career academics, course offerings, class scheduling, compliance reporting, discipline, and updating facilities/equipment.
13. Assist campuses in the development of a career planning component for inclusion into their campus improvement plans and annual Education Planning Guide.
14. Observe classroom instruction and provide feedback and assistance to career and technical education teachers to facilitate instructional improvement and innovation. Participate in implementing the designated teacher appraisal system and teacher incentive allotment.
Management of Administrative, Facility, and Fiscal Functions
15. Develop and administer a career and technical education budget based on documented program needs and ensure that operations are cost effective and funds are managed prudently.
16. Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary.
17. Administer career and technical education grants effectively and in accordance with TEA and federal guidelines.
Personnel Management
18. Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal.
19. Observe employee performance, record observations, and conduct evaluation conferences with staff.
20. Coach staff and help them identify and develop appropriate professional growth opportunities as well as accomplish improvement goals.

School/Community Relations

21. Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.
21. Serve as district liaison to community agencies providing services to students and notify parents and students of available services.
22. Articulate the district’s mission and goals in the area of career and technology education to administrators, teachers, parents, and the community and solicit support in realizing the mission.
23. Model professionalism in temperament, attitude, appearance and ethics by communicating effectively with all staff and community.
24. Foster a supportive atmosphere within the building and district, using appropriate channels when initiating change or when effectively resolving conflicts.

Other

25. Compile, maintain, and file all physical and computerized reports, records, and other documents as required.
26. Comply with federal, state and district regulations and policies.
27. Maintain confidentiality.
28. Participate in professional development activities to improve job-related skills.
29. Attend and participate in faculty meetings, ARD meetings, administrative duties, special events, and serve as an administrator at student events /activities as assigned.
Supervisory Responsibilities:

30. Supervise, evaluate, and recommend the hiring and firing of department staff.
