Description/Notes: | OPENS: 05/21/2025 CLOSES: Until Filled JOB TITLE: Chief Operations Officer REPORTS TO: CEO DEPT. / SCHOOL: Administration / Bob Hope School / Central Office WAGE / HOUR STATUS: Exempt/Full Time PRIMARY PURPOSE: Responsible for the overall management, strategic planning, development, evaluation, and implementation of district maintenance, child nutrition, warehousing, and transportation functions. QUALIFICATIONS: Education: Bachelor’s degree required Desirable Education: Master of Business Administration (MBA) preferred Special Knowledge/Skills/Ability: Knowledge of operations management Ability to interpret data and evaluate maintenance and custodial programs Ability to manage budget and personnel Ability to implement policy and procedures Excellent communication, public relations, and interpersonal skills Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing Ability to interpret policy, procedures, and data Ability to manage budget and personnel Knowledge of and experience in QuickBooks or other accounting software; Excel or Database proficiency. Knowledge of operations, facilities/transportation, cafeteria, marketing & enrollment, and PEIMS. Experience: 7 years' experience in facilities operations management and managing people. RESPONSIBILITIES AND DUTIES Operations Management Oversee the operations management of facilities maintenance, child nutrition, transportation operations of the district, marketing & enrollment, and PEIMS Coordinator. Incorporate district-level goals into operational objectives to ensure that students arrive at school and school activities safely and on time; receive nutritious meals; and attend school in an environment that is safe, clean, and conducive to learning. Monitor and reevaluate operations departments on an ongoing basis to ensure that district needs are being met in an effective and efficient manner. Implement changes where appropriate. Collaborate with architects and consultants during the design and planning phases of all construction projects to ensure compliance with the district’s specifications, design and construction standards, and building programs. Monitor the progress and compliance of ongoing construction projects. Ensure that the necessary time, resources, materials, and technology to support accomplishment of department goals are available. Develops long and short-range objectives and goals for the business operations of the school district Works with district personnel in projecting student enrollments, staffing needs, building and facility’s needs, energy needs, capital equipment needs and other cost items for district and individual school improvement Assist PEIMS Coordinator with compile, maintain and file all reports, records and other documents required Policy, Reports, and Law Implement federal and state laws and regulations and local board policy and ensure compliance. Stay abreast of state and federal public policy changes that could impact the district. Compile, maintain, and file all reports, records, and other documents as required. Budget Develop and administer the department budget based on documented needs and ensure that operations are cost effective and funds are managed prudently. Maintains accounting of all grant funds and reports, as necessary, to all federal, state and local agencies with oversight of grant funds; Coordinates the school’s audit including collaborating to arrange an audit timetable; providing financial documentation and accounting information upon request of the auditor; answering all inquiries posed by auditor; review of preliminary audit reports, and arranging for the presentation of the final audit to the Board of Directors; Ensure that programs are cost-effective and funds are managed prudently. Compile district, campus and program budgets and cost estimates based upon documented program needs Communication Ensure that established goals and expectations related to district operations are communicated clearly, consistently, and in a timely manner. Partners with the Human Resources Manager to ensure that all personnel files are complete and current. Personnel Management Prepare, review, and revise job descriptions in maintenance, child nutrition, warehouse, and transportation departments as needed. Provide leadership to achieve cost-effective practices throughout the district Evaluate job performance of employees to ensure effectiveness. Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal. Safety Ensure that safety standards are maintained in conformance with federal, state, and insurance regulations and a district-wide preventive safety program is developed and implemented. Develops training options and/or improvement plans to ensure the best operation for the area of business operations, IT, food services, and facilities/transportation. Follow district safety protocols and emergency procedures. Other Prepare and deliver written and oral presentations on operational issues to the board. Attend regular meetings of the board. Perform other duties assigned. Supervisory Responsibilities: Supervise, evaluate, and recommend the hiring and firing of operations département; maintenance, transportation, PEIMS, food service supervisors and staff, and operations department clerical staff.
