Description/Notes: Primary Purpose:

Direct and manage the district’s risk management operations. Ensure that measures are taken to minimize risk and prevent loss or injury of district employees and property through education and training. Administer, process and maintain workers’ compensation and leave programs for the district.



Qualifications: Qualifications/Certifications

Bachelor’s Degree preferred, but not required.

Knowledge of Texas workers’ compensation and insurance statutes and codes
Knowledge of administration of workers’ compensation program

Experience:

Three years Human Resources/Risk Management experience, preferably in a public education environment



Duties & Responsibilities:

Coordinate and manage the district’s risk management, loss control, and safety programs and initiatives.
Management and supervision of the Manor ISD People Experience.
Advise management on issues related to loss exposure and accompanying risk to assets and employees.
Recommend strategies to reduce risk and loss exposures and their related costs.
Work with brokers, insurers, service providers, and district personnel on the design, implementation, and monitoring of safety, loss prevention, and claims administration programs for the district.
Review and respond to all unemployment claims. Serve as district representative for Texas Workforce Commission (TWC) and Texas Department of Insurance, Division of Workers’ Compensation (DWC) hearings. Adjust claims or work in defense and settlement of claims against the district.
Prepare correspondence and forms. Compile, maintain and file all reports, records, and other documents as required including workers’ compensation records and confidential medical certifications.
Provide safety guidelines and training for district staff. Develop and manage safety incentive plans to reduce accidents and promote loss prevention programs.
Work with insurance carriers to address property loss claims filed by the district.
Monitor and review periodic claims and reports and provide trend analysis for all lines of insurance coverage.
Compile, maintain, and file all reports, records, and other required documents.
Develop and coordinate safety training options and/or improvements to reduce workers’ compensation claims.
Maintain confidentiality of information.
Process all long-term absences; determine eligibility for various leave programs including, catastrophic leave, Family and Medical Leave (FMLA) and temporary disability leave for administrative approval and provide employees with appropriate and timely notice.
Counsel with employees and supervisors concerning leave benefits and provide employees with accurate information related to absences such as deductions from pay, medical certification requirements, return-to-work dates and fitness for duty requirements.
Work cooperatively with the payroll and benefits department to process and coordinate all employee leaves and absences.
Work with the payroll and benefits department to ensure appropriate use and access to applicable leave and insurance benefits.
Monitor excessive absenteeism.
Counsel as needed with employees, return-to-work dates, regarding worker’s competition absences, etc.
Process and submit Workers’ Compensation First Report of Injury, DWC 6 and DWC 3 to district’s Workers’ Compensation Carrier.
Process and submit required Workers’ Compensation correspondence to injured employees, authorize reasonable and necessary emergency treatment.
Follow-up on employee’s condition and process Work Status Report (restrictions/loss of time) to Worker’s Compensation Carrier.
Receive and process accident reports and workers’ compensation claims. File all insurance forms and Texas Department of Insurance, Workers’ Compensation Division (DWC) reports including wage statements, first report of injury, supplement report and job information in a timely manner.
Establish and maintain contact with injured employees and provide assistance with claims and obtaining health care as appropriate.
Communicate with workers’ compensation insurance carriers, doctors, nurses campuses and health care providers to enable appropriate processing of claims.
Work closely with campus and department secretaries, supervisors, and administrators to facilitate reporting work-related illnesses and injuries.
Assist with administrative duties in human resources.
Assist Chief and Directors with TASB market analysis.
Work closely with Chief and Directors to maintain legal and grievance files and monitor timelines.
Ensure that all work-site posters are maintained across the district to meet compliance requirements.
Assist with employee relations.
Maintain Vector Solutions (Safe Schools) platform by assigning annual compliance trainings for existing employees, new employees and deactivate separations timely to ensure accuracy in reporting.
Perform other duties as assigned by the supervisor or other administrator that are consistent with the general requirements and qualifications for the position.

Salary Range: Salary:$69,716 to $98,274 Per Year
