Description/Notes: | Primary Purpose: Provide human resource management services to the district. Provide a variety of district human resource activities to ensure legally sound and effective human resource management practices. This position reports to the Deputy Superintendent. |
Qualifications: | Qualifications/Certifications: Bachelor’s degree in human resources, organizational development, business, public administration or Education Texas Teacher Certification Preferred Texas Mid-Management Administrator Certification Preferred Special Knowledge/Skills: Ability to interpret and implement policy and procedures Strong communication, public relations, and interpersonal skills Knowledge of the selection, training, and supervision of personnel Ability to maintain a high level of confidentiality Knowledge of wages, salary, and benefits Ability to interpret data Knowledge of certification, school employment la,w and hearings Ability to manage budget and personnel Ability to lead and provide guidance to a dynamic HR team Experience: 2 years of successful administrative experience 2 years of Human Resource Management experience in the private or public sector Essential Job Functions: Supervise the district application and screening process and ensure the district is represented as an attractive employer. Review background checks and make sound decisions of employment eligibility. Develop and supervise information sessions for new employees. Plan, evaluate, and administer equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations. Audit and maintain certification and licensing information of certified or licensed staff. Supervise the verification of certification compliance with the Texas State Board of Educator Certification (SBEC). Monitor certification, testing, and permit status and communicate with employees to ensure completion of certification requirements within established timelines and complete certification/compliance reports. Develop and Supervise the District’s position Management System. Advise principals in the placement of teachers according to SBEC and ESSA assignment criteria. Serve as a district resource person to administrators and employees on certification and ESSA compliance issues. Supervise state fingerprinting requirements and maintenance of records in response to SB9. Develop procedures for administering leave, and other forms of benefits that effectively implement policies adopted by the board. Supervise the administration of all leave, including the Family and Medical Leave Act (FMLA) with mandated district, state, and federal regulations and income replacement programs (Workers Compensation). Counsel employees and supervisors concerning leave benefits, determine eligibility for various leave programs and provide employees with accurate information on deductions from pay relating to absences Work cooperatively with the payroll department to process and coordinate employee leave of absence and compensation plans. Supervise the maintenance of physical and computerized employee leave records including confidential medical certifications Actively promote and model practices that promote collegiality, teamwork, and collaborative decision-making among staff. Review district compensation plan, calculate salaries, and process promotions, and demotions. Assist with others in compiling and reporting projections of staffing needs. Assist with department budget development. Supervise the compliance, maintenance, filing, security, and retrieval of all physical and computerized reports, records, and other required documents. Actively recruit, train, and supervise department staff and make sound recommendations relative to personnel placement, assignment, retention, discipline, and termination. Develop and implement the district's recruitment and retention plan. Refine and implement the district’s People Experience plan. Conduct internal investigations for paraprofessional and auxiliary staff, and make sound recommendations relative to discipline, and termination. Develop and implement procedures for the preparation and revision of job descriptions and appraisals for the classification of positions in the district compensation plan. Collaborate with the Chief Human Capital Officer in training options and improvement plans for department staff to ensure the department’s effective operation. Ensure that department operations contribute to the attainment of district goals and objectives. Recommend policies that improve human resource-related programs. Serve as the District’s Risk Manager, responsible for the management and oversight of the district’s risk management functions for loss control workers’ compensation, unemployment, and employee insurance negotiations; make sound recommendations for the selection of insurance brokers and carriers. Work with brokers, insurers, service providers, and district personnel on the design, implementation, and monitoring of safety, loss prevention, and claims administration programs for the district. Review and respond to all unemployment claims; serve as district representative for Texas Workforce Commission and Texas Workers’ Compensation Commission benefit review hearings. Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices. Perform other duties as assigned by the supervisor or other administrator that are consistent with the general requirements and qualifications for the position. Salary Range: | $105,474 to $145,652 Per Year |
