Description/Notes: | Responsible for the oversight of construction & renovation project assignments within Comal ISD, ensuring they are completed on time, within budget, and built according to the contract documents along with all applicable codes and local requirements – to include Comal ISD standardizations. |
Qualifications: | Education / Certification - • Education: Bachelor’s degree in Construction Management, Civil Engineering, Architecture, Planning, or a related field required • Experience: Minimum of 5 years of experience in construction management, facility planning, or a related role. Experience in K-12 preferred • Skills: Strong leadership, communication, and problem-solving skills. Knowledge of project management methodologies and construction processes • Certifications: Certifications such as Certified Construction Manager (CCM), Project Management Professional (PMP), or comparable industry credentials preferred Key Responsibilities & Attributes - • Project Planning and Scheduling: Develop and maintain project plans, timelines, and budgets to ensure efficient execution of construction projects. • Team Coordination: Collaborate with department colleagues, architects, engineers, subcontractors, and other stakeholders to facilitate communication and ensure all aspects of the project align with goals. • Resource Management: Allocate resources effectively, including labor, materials, and equipment, to optimize productivity and minimize costs. • Quality Control: Monitor project progress and quality, ensuring compliance with industry standards, safety regulations, and client specifications. • Risk Management: Identify potential risks and develop mitigation strategies to address issues that may arise during the project lifecycle. • Client Communication: Serve as a point of contact for clients, providing regular updates and addressing any concerns to maintain strong relationships. • Budget Management: Track project expenditures, manage financial reporting, and ensure projects are completed within the established budget. • Reporting and Documentation: Maintain accurate project documentation and prepare progress reports for stakeholders to ensure transparency and accountability. Additional Knowledge, Duties and Skills: 1. Knowledge of construction to include techniques, materials, equipment, time, scheduling, and costs. 2. Ability to read and correctly interpret project drawings, blueprints and specifications and other construction documentation. 3. Ability to assess potential problems in the drawings and specifications prior to construction. 4. Ability to offer viable solutions to defects and problems encountered during inspections. 5. Ability to operate and utilize computer software and equipment utilized in the architectural, engineering, and construction industries. 6. General knowledge of building code requirements and local ordinances with the ability to positively consult with city, county, state, and federal officials to ensure conformity with all code and ordinance regulating, and which are applicable to K-12 construction projects in Comal ISD. 7. Assists in the preparation and/or prepares the notices and instructions to the bidders/proposers for publication, in compliance with bid laws. 8. Participates in the pre-qualification and/or approval process for construction consultants, including architects, engineers, and construction contractors. 9. Coordinates the review of bid documents with the facility, administration, and maintenance personnel for compliance with programs and adopted building standards. 10. Reviews and approves the administrative portion of the specifications for compliance with the District’s established policies and procedures. 11. Assists with the evaluation of bids/proposals and prepares recommendations for the award of contracts for the Board of Trustees’ approval. 12. General knowledge of health and safety regulations. 13. Strong organizational and social skills with the ability to communicate effectively. 14. Familiarity with school maintenance and operational functions to include a general knowledge of campus operations. 15. Consults and collaborates with District faculty and administrative staff concerning program preparation and design needs. 16. Coordinates in the transition of building operation from the contractor to the District, upon final acceptance of the facility. 17. Ensure that maintenance staff are informed of the established and recommended priorities for the District-built construction projects. 18. Coordinates all construction on active campuses with contractors, principals, and staff, paying special attention to the health and welfare of the students and staff. 19. Speaks and presents effectively to Board of Trustees, groups, and others about construction projects, designs of projects, and department’s activities in the Executive Director’s absence, as needed. 20. Maintains a strict “no conflict of interest” policy, not accepting gratuities or things of value from any vendor, contractor, or professional consultant. 21. Responsible for properly maintaining District records, adhering to all policies set forth by the District for records maintenance and learning the records retention schedule for department records. 22. Other duties as assigned. Supervisory Responsibilities: At the direction of the Executive Director for Planning and Construction supervisory oversight will include partner vendors, contractors, architects, engineers, as well as District staff as may be assigned to Planning and Construction to include interns.
