Description/Notes: | OPENS: 12.03.2024 CLOSES: Until Filled REPORTS TO: Director of Human Resources DEPT. / SCHOOL: Human Resources Department/Central Office JOB TITLE: Assistant Director of Human Resources WAGE / HOUR STATUS: Exempt/Full-Time MONTHS: 12 _________________________________________ PRIMARY PURPOSE The Assistant Director of Human Resources assists in the management and supervision of the activities performed by the Bob Hope Department of Human Resources; oversees interactions with hourly employees; supervises matters relating to equal employment opportunity, fair employment practices, and other legal requirements related to employment/ and is responsible for data collection, preparation and submission of required district, state, and federal reports relating to employment. QUALIFICATIONS Education • Bachelor’s degree from an accredited college or university Special Knowledge/Skills/Ability: • Maintains confidentiality • Multi-tasked oriented • Spelling, concepts of grammar, word processing/typing • Exceptional interpersonal and communication (oral and written) skills. • Detailed-oriented and working with detailed information/data • Reading, comprehension, and ability to perform basic mathematics • Adapting to changing work priorities • Communication with diverse groups and individuals • Working as part of a team Language Skills: o Bilingual (English/Spanish fluency) o Able to communicate with faculty, staff, and administrators in a courteous and professional manner MAJOR RESPONSIBILITIES AND DUTIES 1. Provides administrative oversight and support for hourly employment services and ensures adherence with all regulatory and/or employment-related requirements of the State of Texas and the United States Federal Government. 2. Supervises and assists in the coordination of District employment-related activities to ensure consistent application of practice and to ensure all regulatory requirements are met. 3. Interprets/explains and applies legal code provisions, District policy and administrative regulations and legal regulatory requirements in the course of job assignment. 4. Participates and assists BHS hiring officials in resolution of employee problems and complaints. 5. Assists with interviewing and hiring employees as appropriate. 6. Assists with new employment orientation. 7. Coordinates background checks of all employees, volunteers, and contract workers. 8. Assist with employee recruitment and retention for all staff. 9. Coordinates the employment/transfer/promotion/resignation/termination processes of district employees. 10. Manages software database relating to the recruitment and hiring process. 11. Supervises the oversight of the district’s substitute program. 12. Assist in implementing the policies established by federal and state law, State Board of Education rule, and local board policy. 13. Assist with the supervision of personnel records management and oversees the required state records management program. 14. Assists in the development of a wide variety of written materials in both manual and electronic formats (e.g., job advertisements, brochures, pamphlets, etc.) to document activities, promoting Bob Hope Schools to interested parties. 15. Maintains manual and electronic documents, files, and records (e.g., vacancy listings, job descriptions, applicant tracking, etc.) to provide accurate information in compliance with established guidelines. 16. Participates in and initiates meetings to present information that involves a range of issues and topics (e.g., recruitment, employment, hiring, etc.) as needed and/or assigned to develop recommendations and/or supporting other staff. 18. Responsible for miscellaneous copying, filing, typing, and answering/making phone calls. 19. Maintains confidentiality. 20. Always exhibits a professional demeanor. Certification and Licensing 1. Tracks certification, testing, and permit status and communicate with teachers to ensure completion of certification requirements within established timelines. 2. Audits and maintains certification and licensing information of certified or licensed professionals, paraprofessionals, and auxiliary employees. 3. Enters and maintains data required of pre-kindergarten teachers in Ascender; collaborate with coordinator of public education information management system (P.E.I.M.S.) to ensure timely annual reporting. 4. Enters qualifications of certified and licensed staff into Ascender and runs reports as requested. Process related payroll changes in TalentEd. 5. Serves as resource person to management and employees on certification issues and other information relating to certifications and test of English as a foreign language (TOEFL). 6. Assists as needed to verify certification with the Texas State Board of Educator Certification (SBEC), universities, colleges, and education agencies in other states for candidates selected for hire (e.g., teachers, other educational candidates in a certified role); perform annual certification checks of all staff and as requested. 7. Researches and maintains up-to-date information on SBEC rules, certification requirements and processes, testing dates, etc. Other: 1. Performs other duties as assigned. Equipment Used: Computer with appropriate software, scanner, printer, calculator, copier, facsimile machine, recruiting equipment, and other standard and specialized equipment.
