Description/Notes: The Senior Director for Special Education works with campus and central staff in the delivery of Special Education Services to qualified students. The Senior Director provides leadership in compliance with state and Federal laws and regulations, local policy, programmatic direction, data integrity, budget administration, grant administration, staff supervision and evaluation as related to the special education program.

MAJOR RESPONSIBILITIES & REQUIREMENTS:
Direct the district's special education program in the Division of Curriculum and Instruction to ensure provision of needed services for special needs students. Work to provide individualized education plans to meet the needs of all students and ensure compliance with all state, federal, and local program requirements.
Demonstrate openness and willingness to communicate effectively with campus and district staff, community members, and agency staff who serve students with disabilities.
Provide leadership in the formulation and implementation of contracts for special education students receiving services outside of the district.
Obtain and use evaluative findings (including student achievement data) to gauge special education program effectiveness.
Serve as resource person in the design and equipping of facilities for students with disabilities.
Ensure the special education department provides service and support to campuses so they can successfully fulfill all expectations for serving students with a range and spectrum of disabilities.
Demonstrate support for the district's student management policies and expected student behavior related to special education programs.
Establish and maintain open lines of communication by conducting conferences with parents, students, and teachers concerning vital issues.
Implement the policies established by federal and state law, State Board of Education rules, and local board policy in special education.
Compile, maintain, and file all physical and computerized reports, records, and other required documents.
Serve as a district representative at all hearings, mediations, and other matters involving litigation.
Administer the special education department budget and ensure that programs are cost effective, and funds are managed prudently.
Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary.
Approve and forward purchase orders for special education department to accounting
Supports and participates in professional organizations.
Promotes positive relations by providing information to school personnel, parents, and the community regarding the district’s special education program.
Participates in professional development and training programs.
Utilizes feedback regarding performance.
Performs duties in a professional, ethical, and responsible manner as defined in District policy and in the Texas Education Code of Ethics for Educators.
Supervisory Responsibilities:

Supervises and evaluates coordinators, accountant, auxiliary, and professional staff, as assigned.
Ability to resolve conflicts, listen, and appropriately respond to concerns.
Uses developmental supervision (including conferencing for professional growth) with staff by observing performance and conducting formative and summative evaluation conferences.
Defines expectations for staff regarding job performance.
Identifies and provides opportunities for participation in staff development to address employee/department/district goals.
Fiscal and Budgetary Responsibilities:

Ability to program, plan, establish, and manage budgets and personnel.
Ensure that programs are operated efficiently and within budget constraints.
Utilize projected student eligibility data to plan and prepare for sustainable special education programming

Qualifications: Education/Certification:
Required:
Master's Degree
Texas Special Education Certificate and Mid-Management, or other appropriate Texas Certificate or licensure in the field of Special Education
Three (3) years’ experience in the field of special education
Preferred:
Texas Teacher Evaluation and Support System (T-TESS) Certification
Campus administrator experience (preferred)

Knowledge of special education and Office of Civil Rights rules, regulations, and statutes
Knowledge of eGrants System
Ability to manage budget and personnel
Knowledge of student information reporting as required by the Office of Civil Rights (OCR) and the Texas Education Agency (TEA)
Knowledge of Family Education and Privacy Rights Act (FERPA)
Knowledge of Individuals with Disabilities Education Act (IDEA), Section 504, and dyslexia rules and regulations
Ability to evaluate and make decisions for special education programming and effectiveness
Ability to coordinate district functions
Ability to implement policy and procedures
Ability to interpret data and make data driven program improvements at both the district and the campus level
Strong communication, public relations, and interpersonal skills
Salary Range: GRADE / STEP: ADMN/208

SALARY: Salary range is $397.61 to $560.49 daily (individual daily rate calculation is based on applicable experience).

Plus $10,000 annual stipend
