Description/Notes: Primary Purpose:
Evaluate and provide leadership for the overall instructional program of the district. Responsible for the effective and efficient operation of the Curriculum and Instruction Department and the development and supervision of campus principals.

Experience:

Three (3) years of administrative experience with direct supervision of principals and/or central office staff required

Campus principal or assistant principal experience required

Instructional Management

The assistant superintendent promotes improvement of instruction through activities such as the following:



Research and ensure a deep understanding of the state accountability system to ensure that campuses are preparing for the rigor of the Texas State STAAR.
Apply research and district study to improve the content, sequence, and outcomes of the teaching-learning process.
Work with appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis.
Involve instructional staff in evaluating and selecting instructional materials to meet student-learning needs.
Facilitate embedded technology into the teaching/learning process.
Implement procedures for recommending utilization of facilities and school time for instructional purposes.
Coordinate the application of grants to improve the instructional program.
Ensure that pupil/personnel services are effective in supporting the teaching/learning process.
Support district and campus rules for student and employee conduct.
Advise the Superintendent of pupil distribution in district areas and administer the policies of the Board in regard to assignments of pupils to schools.
Oversee leaver teams and develop protocols to monitor graduation rate, attendance, and student credits.
Ensure that our bilingual programs are implemented with fidelity through a continuous improvement cycle based on systemic review and analysis.
Monitor all special education programs and ensure that ratios are appropriate for each student’s special needs, IEP’s are aligned with student needs, and folder audits are conducted regularly.
Ensure inclusive practices are supported by Special Education staff through professional development and staff modeling and support.
Oversee counseling services and ensure that teachers are equipped with trauma-informed instructional strategies.


Organization Management

The assistant superintendent manages administrative, fiscal, and facilities functions responsibly through activities such as the following:



Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area(s) supervised.
Define the program and fiscal needs in the budget development process, ensure that fiscal resources address the mission of the district.
Demonstrate responsible fiscal control over local, state, and federal program budgets, ensure that fiscal resources address the mission of the district.
Serve as a consultant in school facility design on all matters affecting curriculum and instruction and the cooperative preparation of the educational specifications.
Oversee the appraisal and recommendation of textbooks and other instructional materials.
Prepare adequate reports to provide the Superintendent and Board of Trustees with summary information relative to instructional personnel programs.
Prepare reports to State and Federal agencies as required by the Superintendent.
Assume responsibility for the accreditation and accountability process.


Organization Improvement

The assistant superintendent promotes leadership in efforts to improve the school or organization through activities such as the following:



Lead the District Advisory Team (DAT) and oversee implementation of the district/campus improvement plan objectives.
Lead Campus Support Teams (CST) and Campus Instructional Leadership Team Meetings (C-ILT).
Participate in the district-level decision process to establish and review the district’s goals and objectives and major classroom instructional programs of the district.
Actively support the efforts of others to achieve district goals and objectives and the campus performance objectives.
Monitor student achievement data, interpret reports, and acts on results.
Lead principals in improvement of the program of instruction.
Serve as technical consultant to principals, teachers, and administrative staff on all phases of the instructional program.
Edit and publish, for use by the instructional staff, such items as: curriculum bulletins, guides, courses of study, pamphlets and instructional models.
Evaluate the effectiveness and outcomes of instruction.
Visit classrooms to observe and to plan for improvement of instruction.
Oversee district summer school program.


Personnel Management
The assistant superintendent provides oversight and manages personnel through activities such as the following:
Confer regularly with assigned staff to discuss performance and jointly develop improvement objectives to identify professional growth opportunities.
Assist, as appropriate, with the district approved teacher evaluation system.
Secure consultants, specialists, and other community resources for principals and supervised instructional staff to assist in attaining objectives.
Assist in the recruitment, selection, and assignment of the instructional personnel.
Assist in the promotion, transfer, and dismissal of instructional personnel.
Supervise and direct instructional staff assigned to this department.

Communication and Community Relations
The assistant superintendent promotes a positive tone for school or community relations through activities such as the following:

Serve as a member of the Superintendent’s Cabinet and attend board meetings as a resource for the Board of Trustees.
Provide/nurture for two-way communication channel with principals, teachers, staff, parents, and community.
Ensure that district goals and objectives are developed with the involvement of specialists, teachers, parents, and/or students when appropriate.
Foster collegiality and team building among staff, encouraging their active involvement in decision-making.
Demonstrate skill in conflict resolution with administrators, parents, teachers, staff and community.
Respond appropriately to situations that could impair the teaching/learning process or could threaten safety and the well-being of students and staff.
Involve staff, students, parents, and community leaders in establishing and implementing a district improvement plan.
Communicate district curriculum, instructional practices, accomplishments, goals, and instructional initiatives to parents and community; solicit their input on these instructional issues.
Communicate the district’s mission, instructional philosophy, and curriculum implementation strategies to the media.
Develop partnerships with institutions, corporations, and businesses.
Project/foster a positive image to the community.


Professional Growth and Development
The assistant superintendent provides leadership in professional growth and development through activities such as the following:

Monitor professional research and disseminate ideas and information to other professionals, and provides leadership in identifying trends and opportunities, as well as solve problems facing the profession.
Serve as a technical resource to other staff for the purpose of providing support, information, and/or training and ensuring that the district needs are met.
Participate in national and state level organizations to stay abreast of latest research and best practices.
Read, synthesize, and disseminate research and information related to best practices from books, journals, listservs, Websites, and other media formats.
Provide effective staff development activities by using the mission of the district, program evaluation outcomes, and input from the teachers and others.
Participate in all meetings and staff development activities to improve job-related skills.

Qualities of an Effective Assistant Superintendent

The assistant superintendent exhibits qualities such as the following:
Daily attendance and punctuality at work are essential functions of the job.
Correct unsafe conditions in work area and report any conditions that are not correctable to appropriate person immediately.
Shall comply with District policies, as well as state and federal laws and regulations.
Shall comply with the standards of conduct set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards.

Supervisory Responsibilities:

Supervise and evaluate the performance of instructional supervisors, staff in the Curriculum & Instruction Department, and campus principals.

Equipment:
Computer, computer software programs and peripherals, scanner, printer, copier, fax and other equipment applicable to the position.

Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces.

Qualifications: Minimum Qualifications
Education/Certification:
Doctorate preferred
Master’s degree required
Texas School Administrator/Principal Certification
Texas Superintendent Certificate or in progress

Salary Range: $556.81 - $776.87 / 226 Days
