Description/Notes: | Job Overview The Executive Director Information Systems, will provide leadership and direction for application development and support for web and application services, data integration, Enterprise Resource Planning (ERP) application services, PEIMS, and Student Information Systems (SIS), including budgeting, planning and evaluating. Incumbent's direct supervision is exercised over and through a staff of director(s), managers, coordinators, specialists, programmers, developers, and related technical and support staff. Position Description Summary: The Executive Director Information Systems, will provide leadership and direction for application development, support and training for web and application services, data integration, enterprise resources planning (ERP) application services, PEIMS, and student information systems (SIS), including budgeting, planning and evaluating. This incumbent's direct supervision is exercised over and through a staff of director(s), managers, specialists, technicians, engineers and related support staff. Essential Duties and Responsibilities Leadership Provide leadership, guidance, mentorship, and management for teams of technical professionals at various levels include director(s), managers, specialists, technicians, engineers and related support staff Provide motivation and leadership focused on delivering on-time and under budget quality products and projects Oversee and control access to the security of the computing systems Direct and assist with support to ensure a high level of customer knowledge Provide leadership and guidance on projects, applications, equipment, stock inventory, production schedules, personnel and procedures Attend meetings and provide leadership with vendors, administrators, principals, various committees as well as Information Services staff members Oversee application and database support services focusing on addressing complex application and database issues for both Academic and Business Enterprise systems Oversee reporting services focusing on federal, state, and local academic and business reporting based on federal, state and local reporting requirements Ensure that district-wide applications provide reporting capabilities so data quality can be monitored and managed by business owners and stakeholders Coordinate and implement a technology change control and communication plan to inform district technology users of system outages, system upgrades, application training and other technology related information Focus on leader development regarding hiring processes, providing performance feedback, and handling personnel challenges Oversee the review of any proposed software purchases to ensure feasibility, supportability, security protocols, and data accessibility as participants are assigned to Request for Proposal (RFP) processes Coordinate contracts, expectations, deliverables, and cost tracking for additional staff, including consultants and contractors that are awarded discreet project work Provide and control access to the Student Information System (SIS) database and the Enterprise Resource Planning (ERP) database Administration Manage the asset inventory for software and equipment procured within budget responsibilities Review the initial workflow request for new software to approve/deny on behalf of Information Technology (IT) in document management system Responsible for approval/denial of all software requests in ERP system before District purchase commitment is generated Develop, manage and maintain budget and resources related to the Information Systems Department of the Information Technology Division Coordinate and monitor technology projects, and provide administrative direction and guidance, for Information Systems Department of the Information Technology Division Coordinate and monitor the quality of the Information Systems services to stakeholders Meeting with staff members on a regular basis to provide guidance, mentorship, and coaching as needed Initiate personnel actions including conferences regarding annual performance (beginning, middle and end of year) reviews for direct reports Document personal and professional conduct (as needed) of direct reports to ensure successfulness of team continuity Screen, interview and select team members and recommend for hire, as needed Strategic Work collaboratively with District leadership and peers to design, develop and deliver on District projects and priorities Develop documentation for items that will be presented for Board approval Maintain inventory of items that obtained Board approval to be utilized for project monitoring and future planning Responsible for the annual District budget planning and management of annual software support payments and associated contracts in conjunction with Business Services Department Participate in meetings and develop strategies in conjunction with key stakeholders to improve application development, support and training for current systems as well as new systems Manage special programs including E-rate, Zoom, electronic digital storage Act as a global project manager, supervising teams, while meeting strict deadlines Administer, monitor and maintain computer and data security policies and procedures Facilitate presentations on technology information and projects; respond to inquiries and provide status updates; attend meetings and conferences as required Assist in planning for IS requirements and capital budgeting for future bond initiatives Supervisory Responsibilities Recruit, interview, submit recommendations for hire, develop and retain the highest quality of staff Plan, assign and direct work in alignment to organizational goals Oversee and appraise performance of direct reports by managing and evaluating work, providing feedback, recognizing work well done, addressing unsatisfactory performance, and providing opportunities for professional growth and development Reward and discipline employees in alignment with the Code of Ethics, Employee Handbook and School Board Policy using the 4D model and/or progressive discipline Additional Information The incumbent must be able to handle stressful situations and frequent interruptions and changes in work priorities. The position requires effective public speaking abilities. The position also requires considerable local and moderate distance travel and the ability to drive a car. The position requires regular attendance and working long and irregular hours, e.g., attendance at School Board meetings and other evening activities. The incumbent may be required to respond to unexpected events and communications at any time or day for issues requiring immediate attention. |
Qualifications: | Bachelor's degree in the computer science or related field Master's degree preferred Minimum of 10 years of progressively responsible experience in an information technology or information system environment Minimum of 7 years of experience in a management capacity relating to information system applications Comprehensive knowledge of management information processes, procedures, practices, equipment and software Comprehensive knowledge of software lifecycle Comprehensive knowledge of system lifecycle Expertise in the development and support of computer applications or systems on various platforms Expertise in creating and implementing data structure, quality initiatives and improvement plans Knowledge of enterprise applications within a school district environment Ability to manage multiple application/system projects Ability to plan, supervise and evaluate the work of other professionals Ability to communicate skillfully both orally and in writing, including explaining technologies/systems, preparing complex reports, making formal oral presentations, participating fluently in meetings to all levels Demonstrated knowledge of E-rate and Federal, State and local reporting requirements is preferred Demonstrated knowledge of PeopleSoft and/or Skyward SIS is preferred Demonstrated knowledge of PEIMS data and data structure is preferred Working knowledge of web or application development is preferred Working knowledge of database structure is preferred Working knowledge of system and application cybersecurity is preferred Physical Requirements/Working Conditions |
