The Director Accountability, Assessment, and Compliance will provide leadership for the development, implementation, coordination and evaluation of district systems for accountability, assessment, summer academic programming, and state and federal programs including, but not limited to, Title I and ESSA Private Non-Profit services. The director will oversee state and federal accountability including serving as a liaison between the district and TEA for submission of reports related to state and federal accountability and assessment. The incumbent will oversee administration of local, state, and national assessments and the data and reporting cycles for accountability, assessment, and state and federal programs. The incumbent will provide strong leadership in the area of academic program development and compliance in order to support alignment to state and federal regulations.

Position Description

Essential Duties and Responsibilities

Program Management

Oversee Federal and State Accountability systems and processes including oversight of all aspects of accountability including A-F, RDA, and State and Federal Compliance
Oversee administration of Local, State, and National assessments
Direct assigned federal and state programs (which may include, but are not limited to, Title I, II, III, IV, McKinney Vento, etc.) in collaboration with campus and district administration
Establish and implement support structures for Other Special Populations (homeless, foster care, military connected)
Oversee District summer school programmatic design, implementation, and monitoring in collaboration with all departments that support or manage summer programs
Oversee Data and Reporting Cycles for Accountability, Assessment, and State and Federal Programs
Create internal systems to evaluate the effectiveness of the services and programming within the Department of Accountability, Assessment, and Compliance ensuring implementation of school improvement efforts consistent with Federal and State Guidelines as outlined in ESSA and other local, state, or federal regulations and/or laws

Leadership/Communication

Provide support to campus staff and district administration with the understanding of and implementation of effective special programs for students, accountability systems, and assessment administration and data
Collaborate to develop and facilitate the system for data use by district/ campus personnel in order to collaboratively analyze data to make instructional and programmatic decisions, to identify student learning outcomes, and support a cycle of continuous improvement
Serve as a liaison among principals, parents, district administrators, and the FBISD School Board
Serve as liaison to TEA and Region 4 for accountability, assessment, and state/federal programs compliance
Plan and implement timely training of central office and campus staff and/or private school administrators to ensure that program needs and guidelines are met
Direct all planning, training, implementation, and evaluation related to assigned accountability, assessment, federal, state, and local programs

Compliance/Budget

Ensure all fiscal policies support the instructional program for assigned Federal, State, and local programs
Oversee the distribution of Title funding to private and non-profit schools as required by Federal Law
Manage budgets for all entitlement programs and oversee financial responsibilities of the Department to include federal budget development and implementation on Title I campuses
Maintain budgetary information, prepare reports and applications, evaluation data required for fiscal audits, budget forecasts and assigned academic plans required for the programs directed
Ensure district and campus compliance with state and federal mandates, requirements and guidelines
Direct the management and maintenance of records related to Other Special Populations (homeless, foster care, military connected) students and ensure these students are placed as required by law and that services are delivered in a timely manner
Develop, manage and maintain records and data base of all ESSA funded programs and participating campuses for TEA as per TEA and federal requirements
Collaborate with other departments, both instructional and operational, to ensure that the District and campus goals are in compliance with state and federal policies and procedures
Develop program handbooks, revise guidelines and provide updates regarding state and federal programs, accountability, and assessment in accordance with policies, regulations, and laws
Maintain a current inventory for each program
Collaborate with appropriate campus and district administrators to ensure district adherence to state and federal guidelines and regulations, such as allowable expenditure, District Improvement Plan, Campus Improvement Plans, and the integration of the Title I Part A Program with other instructional programs and services
Promote an understanding of and ensure adherence to school board policies, regulations and procedures

Supervisory Responsibilities

Assist in the process of recruiting, screening, interviewing, and hiring of assigned staff
Initiate personnel actions including documentation and termination under the guidance of Human Resources
Conduct performance appraisals of assigned staff
Address complaints and resolve problems in a timely manner
Plan, assign and direct work of assigned staff
Qualifications: Master's Degree in content and/or related field
Valid Texas Mid-Management or Principal Certification preferred
Minimum of 3 years of experience with State and Federal Programs, administration and/or supervisory role
Minimum of 5 years of classroom teaching experience
Minimum of 1 year of administrative experience at the campus or district level preferred
Excellent interpersonal and communication skills, both orally and in writing
Proficient in using Windows Operating System as well as Microsoft Office applications (Microsoft Word, Excel, and PowerPoint)
Salary Range: $96,993 - $135,328
