Description/Notes: Major Responsibilities and Duties:

Student Services and Human Resources Management
1. Oversee all aspects of student services including student discipline, enrollment, truancy, health services, UIL implementation, extracurricular and co-curricular activities.
2. Work with other administrators to implement a human resource program to include professional and auxiliary staffing, wage and salary administration, leave administration, performance appraisals, employee relations, and benefits.
3. Work with district personnel to project staffing needs as well as assist district administration in the employee selection process.
4. Promote positive public relations between the school district and community by ensuring that information regarding activities, goals, and policies of the school district are clearly represented in the media.
5. Oversee all district emergency management operations including emergency school closure process and the emergency management team.
6. Responsible for following all board policies for student, parent, or employee complaints regarding discrimination, harassment, and/or retaliation.
7. Represents the office of the Superintendent as a Level II and Level III hearing officer for employee complaints in the appeal process as outlined in School Board Policies.
8. Represents the central administration in consultation with school attorneys as legal determinations are made in the operation of schools and personnel.
9. Serves as appeal person for hearings related to student services on discipline and school attendance.
10. Coordinates the development of Board policies both new and revised to reflect changes in procedures.
11. Assists in the development of the District Improvement Plan.

Policies, Reports, and Law
12. Review and recommend appropriate policies, administrative regulations, and administrative practices for the areas supervised.
13. Ensure implementation and compliance of policies established by federal and state law and State Board of
Education rules, and local board policy.
14. Ensure administration is aware of developments and changes in state, federal, and local laws affecting education.

Personnel Management
15. Conduct investigations related to allegations of misconduct or impropriety by district staff as requested by the superintendent.
16. Oversee the assignment or reassignment of personnel.
17. Oversee employment contracts administration and contract renewals.
18. Select, train, evaluate, and supervise department staff and make recommendations relative to assignment, retention, discipline, and dismissal.
19. Develop training options and improvement plans for department staff to enhance the effectiveness of department operations.

Communication and Community Relations
20. Facilitate communication and collaboration among assigned department personnel, district personnel, and campus administrators to enhance service delivery, program development, and customer satisfaction.
21. Maintain a high degree of visibility within the community and school district.
22. Demonstrate awareness of district and community needs and initiate activities to meet those needs.
23. Advise and provide information to the superintendent’s staff, Board of Trustees, district administrators, and others as necessary

24. Attend board meetings and make presentations when appropriate and/or requested.
25. Compile, maintain, file, and present all reports, records, and other documents as required.
26. Follow district safety protocols and emergency procedures.

Supervisory Responsibilities:
Direct the work of human resources department

Qualifications: Education/Certification:
Master’s degree in school administration
Valid Texas superintendent or principal certification

Special Knowledge/Skills:
Knowledge of district-level division operations
Knowledge of school law and hearing procedures
Knowledge of educational philosophy, research, strategies, laws, and policies
Skill in leading efforts to design, implement, measure, and improve educational programs and services
Ability to manage strategic change for the organization
Ability to interpret policy, procedures, and data
Ability to manage budget and personnel
Strong communication, public relations, and interpersonal skills

Experience:
Minimum 5 years administrative experience in education preferred
Principal experience preferred
Salary Range: Negotiable
