POSITION OVERVIEW: The Texas Education Agency’s Financial Compliance Division is seeking a talented individual to join our team of professionals committed to improving the educational outcomes for all public-school students in the state of Texas. The work performed will enable the Texas Education Agency (TEA) to ensure that every child is prepared for success in college, a career, or the military. This position is a member of the Financial Desk Reviews team and reports to the Assistant Director of the Financial Compliance Division. The Manager of Annual Finance Report Reviews plays a critical role in ensuring compliance with accounting rules and standards and with local, state, and federal statues related to annual financial reporting of Texas schools. This individual directly supervises three team members and provides leadership to a team that is responsible for the annual financial report reviews for over 1,000 school districts and educational service centers; and coordinating the reviews of 200 charter schools. The Manager of Annual Finance Report Reviews will be responsible for developing and maintaining audit programs, the annual financial review database, and related procedure manuals. This individual will be responsible for assessing job performance of direct reports and providing feedback for other team members on the Performance Assessment and Development Plans. ESSENTIAL FUNCTIONS: • Team Leadership: Leads, coaches, and manages a team of three to five auditors. • Audit and Review Management: Administers the review of annual financial reports of school districts, and regional education service centers to evaluate compliance with overall accounting and auditing standards; and laws, rules, and regulations. Ensures the entry and review of preliminary, first, and second reviews of the annual financial reports to ensure that required reviews are completed within the required timelines and in accordance with state and federal requirements. • Program and Process Updates: Develops and maintains audit programs, procedure manuals, and related data bases. • Stakeholder Support: Provides excellent technical guidance, customer service and communication to agency personnel, school district and charter school personnel, Education Service Center (ESC) personnel, and other stakeholders. Researches references including legislation, AICPA pronouncements, GASB pronouncements, Texas Education Code, Texas Administrative Code, and the Financial Accountability Resource Guide in the development of audit programs and to answer inquiries from school administrators, the general public and other TEA personnel. |
Qualifications: | MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university with a major in accounting, finance, business, or related field. Experience: At least five (5) years of experience in Accounting and/or Auditing which must include some experience in a supervisory role. Experience in a school district/charter school and/or state auditing experience is preferred. Substitutions: An advanced degree may substitute for two years of required experience. OTHER QUALIFICATIONS: • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military • Licensed Certified Public Accountant (CPA) Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), and/or Certified Government Auditing Professional (CGAP) certification/license required. • Knowledge of generally accepted government auditing standards and procedures; generally accepted accounting principles, methods, and systems. • Prior experience with Texas schools and working knowledge of the Financial Accountability System Resource Guide (FASRG) and the Public Education Information Management System (PEIMS) preferred. • Highly organized and able to manage multiple projects at once and meet deadlines Evidence of a strong supervisory background. • Excellent verbal and written communication skills with a proficiency in Microsoft Access, Excel, and Word. • Problem-solving orientation, with an ability to coordinate and compile data in response to internal and external stakeholder requests for information. • Meticulous attention to detail with an ability to produce accurate and high-quality work in a dynamic environment. • Skill in meeting the needs of a wide variety of both internal and external stakeholders with a strong customer service mindset • A desire to self-reflect, give/receive feedback and continuously improve • Ability to engage in a collaborative, results-oriented team environment As an equal opportunity employer, we hire without consideration to race, religion, color, national origin, sex, disability, age or veteran status, unless an applicant is entitled to the military employment preference.
