Description/Notes: Primary Purpose:
To design and implement recruiting strategies to meet the demanding needs of the district. Monitor recruitment procedures and manage a team of directors. Responsible for the strategic planning and implementation of human resource programs to include professional and auxiliary staffing, and building and maintaining internal and external partnerships.

Major Responsibilities and Duties:
Leadership and Management
1. Motivate, grow, and sustain a standard of excellence among team members
2. Proactively identify and address hiring needs of the district
3. Develop and adjust processes and procedures for activities including recruitment,
interviewing, screening, on-boarding, and retention strategies
4. Manage substitute needs through the use of an assessment and trends
5. Ensure compliance with federal personnel statutes, including Equal Employment
Opportunity Commission (EEOC), Title IX, and the Fair Labor Standards Act, as it relates to
the hiring process
6. Work with the State Board of Educator Certification, the Texas Education Agency and
colleges and universities to ensure that the district's certification requirements are current
and accurate
7. Ensure accurate rosters of campus-based staff are maintained by staffing team and monitor and update vacancies
8. Oversee the districts employee transfer process
9. Coordinate the placement and recruitment of student teachers and staff from educator
preparation programs
10. Take a proactive role in identifying and responding to issues of interest to employees: work in collaboration with district leadership to ensure preemptive and effective employee
communications
11. Responsible for the collaboration with other district leaders in making accurate staffing
predictions based on projected enrollment numbers
12. Interpret policies and procedures to ensure support of directors, officers, employees and other government agencies on employment, record keeping, retirement, grievance and other personnel matters and procedures
13. Oversee personnel records management and ensure compliance with the state records
management program
14. Conduct annual research regarding employee satisfaction, morale, and communications; monitor employee retention and turnover through analysis of data and exit interviews
15. Coordinate PEIMS reporting for Human Resources/Personnel
16. Direct recruitment, interviewing, evaluation, and screening of applicants for substitute,
professional, paraprofessional and auxiliary positions
17. Oversee the employment application process, monitor for effectiveness, and make
recommendations for changes as needed
18. Assist and guide auxiliary departments with hiring, onboarding, compliance and reporting requirements
19. Proactively implement and manage an effective, flexible, and scalable recruiting process to attract and hire top-tier candidates by analyzing results annually, identifying trends, and making changes as needed
20. Identify optimum recruiting opportunities and represent the district at key recruiting fairs and events
21. Develop, nurture, and maintain active relationships with college/university career teacher preparation officials and placement offices, Regional Education Service Center staff, professional associations, and other recruiting resource organizations
22. Facilitate the planning and coordinating of the annual district teacher job fair, transfer fair and/or participate in planning of regional job fair
23. Collaborate with other departments and leaders to understand the performance of recruits and adjust recruiting processes accordingly
24. Promote diversity in the workplace and ensure recruiting strategies attract diverse
candidates

Fiscal Management:
25. Responsible for compliance to and maintaining current knowledge of federal, state, and local laws and policies as they pertain to the Federal Programs
26. Plan, train, implement, evaluate, and ensure fiscal soundness of the department budget

Professional Growth and Development:
27. Improve leadership skills through self-initiated professional development activities on a
continuous basis
28. Deliver appropriate coaching and development feedback, which enables directors to
strengthen existing skills, acquire new skills, and hold others accountable for professional
growth

Others:
29. Coordinates special projects as assigned
30. Performs other duties as assigned

Supervisory Responsibilities:
Supervision of assigned staff

Evaluation:
The Executive Director of Talent Acquisitions evaluation is a responsibility resting with the Chief Human Resources Officer. An evaluation shall be completed in writing at least once during the course of each school year.

Work Environment:
Mental Demands: Work with frequent interruptions, maintain emotional control under stress
Physical Demands/Environmental Factors: May work prolonged or irregular hours; work inside and outside (exposure to sun, heat, cold, and inclement weather), exposure to noise; frequent districtwide and occasional statewide travel

Qualifications: Education/Certification:
Master's degree in educational administration or a field appropriate to assignment from an accredited college/university with valid teaching and administrator certificate
OR
Master's degree from an accredited college/university in human resources or business with 5+ years talent acquisition experience, human resources experience, or industry experience related to role
o With SHRM certificate preferred
OR
Bachelor's degree from an accredited college/university with 8+ years talent acquisition
experience, human resources experience, or industry experience related to role
o With SHRM certificate preferred

Special Knowledge/Skills:
Thorough understanding of recruiting methods and best practices hiring talent with evidence of high performance
Ability to speak effectively before groups of employees, school board, and other stakeholders
Knowledge of wage and salary, benefits, and staffing
Knowledge of general and education employment law and hearing procedures
Ability to understand, interpret, and implement local, state, and federal policies and
procedures
Proficiency with a variety of operating systems to collect and analyze data
Excellent public relations, organizational, communication and interpersonal skills
Ability to make sound, data-driven decisions to improve student outcomes
Desire and ability to travel to areas outside of Houston and Texas for recruiting purposes
and/or relevant conferences

Experience:
Minimum five (5) years human resources experience
Minimum five (5) years administrative and/or supervisory experience (preferred)
