Description/Notes: | Direct and manage all aspects of the payroll operations and personnel, ensuring the highest standard of payroll reporting, customer service, compliance with the district's policies and internal operating procedures and alignment with federal and state laws and regulations applicable to the payroll operations. Provide leadership and mentoring in the department for succession planning. Design short term and long-term strategies for continuous improvement in payroll operations and oversee the implementation of them. Manage department staff to provide excellent customer service to internal and external customers. Directs the design for system improvements including monitoring testing of new software or required changes to the payroll operations. Cross functional participant with HCM, Budget, Benefits, Treasury, Information Technology groups to align the flow of transactions and operating procedures. Prepare and monitor the budget for the department to achieve the department goals and proper use of funds. Ensure completeness and accuracy of the distribution of payroll expenses to General Ledger including the payroll accrual. Oversee reconciliation and analytics and trendlines of expenses. Responsible for hiring payroll staff, perform evaluations and address conflict resolution and resolve problems. Manage the preparation of the quarterly reports to IRS and responsible for accurate and timely submission of W2 forms. Key point of contact for internal/external audits. Oversee the development of training documents for district campuses and departments. Supervise the submission of reports and payments to the Teacher Retirement System for timeliness and accuracy. |
Qualifications: | Bachelor's Degree from an accredited university in Accounting, Finance or Business Administration. 10+ years directly related experience; 5 years supervisory experience. Certified Payroll Professional (CPP) preferred. Knowledge and understanding of federal, state, and local statutes, and Board of Trustee policy pertaining to school district payroll. Knowledge of generally accepted accounting principles. Ability to manage employees including experienced, certified, and degreed staff. Strong communication skills and ability to interact with all district employees. Ability to implement, monitor and complete multiple tasks successfully to meet deadlines. |
Salary Range: | Minimum Salary: 120,142.00 Median Salary: 146,502.00 |
