Description/Notes: Primary Purpose:

Evaluates and provides leadership for the overall instructional program of the district. Responsible for the effective and efficient operation of the Department of Instruction, which includes curriculum, special programs, and professional development.

Major Responsibilities and Duties:

Instructional and Program Management
Leads and influences the districts curricular and instructional design programs in its pursuit of excellence.
Has district-wide supervisory and administrative responsibilities in the areas of professional development, curriculum, and materials reproduction.
Applies research and data to improve the content, sequence, and outcomes of the teaching-learning process.
Works with appropriate staff to develop, maintain, and revise curriculum documents, handbooks, and guides based on systematic review and analysis.
Involves instructional staff in evaluating and selecting instructional materials to meet student learning needs.
Ensures the use of technology in the teaching-learning process.
Plans the necessary time, resources, and materials to support accomplishment of education goals.
Ensures that district goals and objectives are developed using collaborative processes and problem-solving techniques when appropriate.
Participates in the district-level decision-making process to establish and review the districts goals and objectives and major classroom instructional programs of the district.
Works with the accountability department in the coordination of the testing program of the district.
Obtains and uses evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness.
Secures consultants, specialists, and other community resources to assist principals and instructional staff in attaining objectives.
Provides effective staff development activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others.
Conducts educational research as directed by the Superintendent of Schools.
Acts in a consolatory and advisory capacity to the Superintendent of Schools on matters pertaining to the formulation and execution of instructional practices and policy.

Policy, Reports, and Law
Implements the policies established by federal and state law, State Board of Education rule, and local board policy in curriculum and instruction area.
Compiles, maintains, and presents all physical and computerized reports, records, and other documents required.

Budget
Administers the curriculum and instructional design budget and ensure that programs are cost effective and funds are managed prudently.
Compiles budgets and cost estimates based on documented program needs.

Personnel Management
Assists in determining staffing needs.
Prepares, reviews, and revises job descriptions in curriculum and academics department.
Evaluates job performance of employees to ensure effectiveness.
Assists with recruitment, selection, and training of personnel and makes sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal. Assists with the implementation of the designated teacher appraisal system.
Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records.

Communication
Provides for two-way communication with principals, teachers, staff, parents, and community.
Demonstrates skill in conflict resolution with administrators, parents, teachers, staff, and community.
Monitors professional research and disseminate ideas and information to other professionals.

Community Relations
Articulates the districts mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing districts mission.
Demonstrates awareness of district-community needs and initiate activities to meet those needs.
Demonstrates use of appropriate and effective techniques to encourage community and parent involvement.

Supervisory Responsibilities:
Supervises and evaluates the performance of instructional supervisors and support staff in the curriculum and instructional design department.
Qualifications: Education / Certification:

Masters degree is required.
Valid Texas Teaching certificate.
Valid Principals (Mid-Management) certificate is preferred.
Special Knowledge / Skills:

Knowledge of curriculum and instruction
Ability to evaluate instructional programs and teaching effectiveness
Ability to manage budget and personnel
Ability to coordinate district function
Ability to implement policy and procedures
Ability to interpret data
Strong communication, public relations, and interpersonal skills
Experience / Other Requirements:

Three years experience as a classroom teacher.
Five years of experience in instructional leadership roles.
Personal cell phone is required to handle district related business, including after hours, or when away from the office on district business.
Salary Range: A14, Minimum $108,370
