Primary Purpose
To direct and manage the MIS and IT departments for ESC Region 11. Ensure client service and support of all administrative software products provided to all campuses and administrative departments. Responsible for technical support, data management, web services, and e-mail support internally and externally for the ESC Region 11.

Education/Certification:
Bachelor's degree or equivalent experience (minimum 5 years' experience in related field)

Special Knowledge/Skills:
Team oriented attitude and desire to work collaboratively with ESC staff campus/district/charter school personnel.
Knowledge of computer network, hardware, and software applications.
Knowledge of computer applications development and implementation.
Ability to manage budget and personnel; coordinate ESC functions.
Strong organizational, communication, and interpersonal skills.
Ability to interpret policy, procedures, and data.

Experience:
At least five years experience managing MIS/IT staff and functions.
At lease five years managing department budgets.

Essential Duties and Responsibilities:
This list of essential functions is not exhaustive and may be supplemented.

Supervise and facilitate consultants' active participation in inter-departmental teams to help improve student performance in the region, to improve the ESC internal operations, and to meet the established goals and objectives of the ESC.
Ensures staff are responsive as first point of contact to all stakeholders in the education community.
Assist client districts develop and implement plans to address needs, including evaluation of hardware and software, and management of information relating to all MIS/IT services.
Develop and implement ESC standards and specifications for hardware and software use.
Develop, implement, and maintain an on-going ESC computer networking plan.
Coordinate end-user support with client districts for all MIS/IT services.
Manage, direct, and assign priorities and personnel to major projects ensuring attainment of ESC and department goals and objectives.
Oversee the installation, maintenance, and repair of all computer hardware and software in ESC Region 11.
Ensure the timely and accurate reporting of the Public Education Information Management Systems (PEIMS).
Assist with the implementation of staff development in the area of information management.
Develop and implement disaster recovery plans.
Administer the MIS/IT budget and ensure that programs are cost effective and funds are managed wisely.
Compile budget and cost estimates based on documented program needs.
Participate in contract negotiations for computer hardware, software, maintenance, and related services.
Coordinate the purchase and/or lease of all computer hardware, software, and supplies; and initiate purchase orders and bids in accordance with budgetary limitations and ESC policies.
Approve and forward department invoices and purchase orders to accounting department.
Recommend the disposal and replacement of obsolete equipment when necessary.
Prepare, review, and revise job descriptions in both the MIS and IT departments.
Evaluate job performance of employees to ensure effectiveness.
Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, transfer, retention, and dismissal.
Attend professional growth activities to keep abreast of innovations in information management.

Salary Range: $97,117 minimum - $119,940 midpoint
