Develop, implement, and oversee operations and staff for business services, state financial and PEIMS reporting, and human resources for The University of Texas at Austin High School (UTHS) district in alignment with the requirements of Texas public schools and University policies and procedures. Plan, oversee, and implement business and human resources functions for UTHSs related services, programs, and partnerships with public school districts and other educational organizations.

The position require reporting to work at the UT Austin campus on a regular schedule with occasional remote days.

Responsibilities:
Perform as an individual contributor, responsible for the general accounting, reporting, planning, and control and analysis functions for the UT High School public school district and statewide programs. Collaborate with senior leadership in implementing short and long-range strategies and financial plans in support of departmental goals. Develop and produce key metrics and dashboards to help managers and senior leadership evaluate progress. Monitor and analyze accounting data and produce actionable financial reports and statements. Prepare statements, reports, projects, and/or estimates for internal and external groups as requested. Advise directors and senior management on matters that have express or implied effect on budget and personnel. Demonstrate professional judgment and sound decision-making. Serve as the liaison to relevant administrative offices on campus, including Accounting, HR, and Procurement. Coordinate with TEXAS Extended Campus Financial Officer as appropriate.

Serve as compliance officer for the UTHS public school district and statewide program. Interpret and ensure compliance with Texas Education Agency Financial Accountability System, University policies and procedures, and state and federal laws and regulations. Develop and communicate policies and procedures to program leaders and staff. Assist with documenting and monitoring internal controls ensuring alignment with fiscal policies and procedures in accordance with federal, state, UT System and University regulations and policy. Respond to audit requests.

Direct and supervise the day-to-day operations of business and human resources team members to ensure accurate and timely development of budgets, financial reports and projections, and processing of transactions related to purchasing and payments, human resources, and contracting. Investigate and resolve HR and budgetary issues. Review and evaluate unit activities and support systems and implement changes to improve and maintain the effectiveness of UTHS operations in coordination with the UTHS and University leadership. Perform tasks as needed to ensure efficiency during peak time periods or shifts in demand. Prepare materials and train staff.

Serve as the relationship manager for all government entities for which UTHS has contracts. Identify and develop new business opportunities with potential government customers at the local, regional and national level to include; local, state, federal and quasi- corporation, sourcing RFPs, and responding to RFPs, RFBs, RFIs, RFQs, etc.. Prepare and submit proposals that accurately and completely provide the needed information to obtain contracts.

Plan and troubleshoot integrations for business and human resource functions with technical systems, including Canvas LMS, Skyward SIS, Workday, and other systems in coordination with UTHS staff and University and external partners to ensure appropriate handling of records and streamline processes. Routinely communicate, provide reports, and perform tasks to support program leaders and staff in achieving goals. Oversee all district PEIMS reporting functions. Perform related duties as assigned.

Qualifications: Required Qualifications
Bachelors degree in accounting, finance, business or public administration, or related area. Three years of experience in a leadership position in a K-12 school district. Three years of experience working in K-12 business and human resources. Comprehensive knowledge of Texas K-12 school district financing and governmental accounting. Comprehensive knowledge of PEIMS reporting. Comprehensive knowledge of principles and practices of risk management, employee benefits, payroll, federal/state/local funding for schools, fixed assets, and procurement. Advanced technical knowledge of school finance, budgeting, accounting systems, and economics. Knowledge of K-12 educator certification requirements for positions. Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing. Knowledge of the selection, training, and supervision of personnel. Experience managing staff, work tasks, and projects with efficiency to meet established timelines. Ability to communicate effectively, both orally and in writing. Strong organization and collaboration skills.

Preferred Qualifications
Masters or doctoral degree in accounting, finance, business or public administration, or a related field. More than three years of experience working in a leadership position in a K-12 Texas public school district. More than three years of experience working in K-12 business and human resources. Certified Public Accountant (CPA) license desirable. Experience as chief financial officer in a K-12 Texas public school district or equivalent experience. Experience working with Skyward SIS.
Salary Range: $95,000/yr + depending on qualifications
