POSITION OVERVIEW: The Texas Education Agency is hiring for a Jurisdictional Review Unit (JRU) Analyst in the Office of Governance. The Office of Governance is responsible for improving the governance and overall system performance of local education agencies. This is accomplished through the coordinated efforts from three primary streams of work: Compliance and Investigations, Field Support, and Accreditation and Enforcement. The collaborative approach by these departments allows for a coalescence around the central tenet of supporting the educational progress and improving student outcomes in Texas public schools.
As part of the Division of Governance – Compliance and Investigations, the Jurisdictional Review Unit (JRU) is responsible for processing, reviewing, and analyzing complaints filed with the agency alleging non-compliance with federal or state education law requirements over which TEA has jurisdiction.
The JRU Analyst reviews submitted complaint documentation for sufficiency and generates requests for additional information from complainants and local education agencies, as identified. This position analyzes complaints in order to make determinations and recommendations for next actions including but not limited to corrective action plans, referrals to relevant investigative teams, and closures associated with lack of jurisdiction. The analyst is responsible for entering complaint data and may compile reports as requested by the unit manager. This position reports to the Jurisdictional Review Unit manager and will work closely with complainants, school district, and charter school personnel.

Jurisdictional Review: Review complaint allegations to determine TEA authority under state and federal law, including but not limited to the Texas Administrative Code and Texas Education Code.
Risk Assessment and Analysis: Identify potential risks of the allegation(s) and the relative severity of each alleged violation.
Customer Service and Stakeholder Communication: Ensure all correspondence, internal memorandums, and other documentation related to the complaint is timely, accurately processed, and in accordance with FERPA and other applicable laws and rules.
Cross-Divisional Collaboration: Partner and consult with internal investigative units and general counsel to determine required action to come into compliance.
Process Improvement: Work closely with colleagues and the unit manager to develop or refine policies and procedures that support the team’s overall strategy, including partnering with other agency investigative divisions to develop, codify and share techniques, relevant resources, and best practices.
Education: Graduation from an accredited four-year college or university.
Experience: At least four (4) years of experience in working with complaints, investigations, dispute resolution, or compliance monitoring. Experience working in a regulatory state agency setting or, at least four (4) years of field experience in education as a school administrator or central office personnel is preferred.
Substitutions: Education and experience may substitute for one another on a year-for-year basis.
