Primary Purpose:
Direct and manage the Business Office activities which include Financial Reporting, Grant Reporting, Accounts Payable, Payroll, Budgeting, Grants Management, Revenue accounting, Inventory, Bond Project accounting, Financial Statements, Cash Flow analysis, all Audits internal and external, and Debt Reporting. Ensure compliance with applicable state and federal laws and regulations governing school district business office services.
Qualifications: Qualifications:

Education/Certification:

Certified Public Accountant, preferred

Bachelors or Masters Degree in a business-related field or educational administration required



Special Knowledge/Skills:

Knowledge of advanced accounting procedures
Knowledge of payroll requirements and processes
Ability to maintain accurate and auditable records
Ability to implement policy and procedures
Proficiency in Microsoft office suite
Advances technical knowledge of school finance, budgeting, accounting systems, and economics
Working knowledge of financial applications and accounting
Knowledge of governmental accounting and auditing principals established by the Governmental Accounting System Board (GASB) and basic accounting procedures
Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing
Strong communication, public relations, and interpersonal skills
Ability to work with numbers in an accurate and rapid manner to meet established deadlines
Ability to analyze and interpret data
Ability to coordinate district functions
Ability to manage budget and personnel

Experience:

Preferred five years experience in school business management or public organization

Prior supervisory experience

Essential Job Functions:

Fiscal Management

Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
Maintain internal controls for all funds and assist the districts independent and internal auditors in conducting the annual or periodic audit.
Ensure that accounting systems comply with applicable laws and regulations including the Financial Accounting System Resource Guide (FASRG)
Develop period cash flow analysis to aid in determining cash available for investment and payment of bills
Maintain the district investment portfolio.
Review monthly bank reconciliations for the operating, special revenue, debt service, construction, tax, cafeteria, and athletic accounts; review reconciliations of vendor and payroll clearing accounts.
Review all budget adjustments, additions, and deletions.
Review budget to actual expenditure comparison and monitor all purchase orders and check requests maintaining control of budget by verifying availability of funds
Monitor the districts state revenue estimates utilizing current student data
Monitor changes in legislation as it affects the revenue and expense requirements of the school district.
Prepare annual projections of actual revenue and expenditures compared to budget
Assist in the preparation of the district budget and development of long and short-range objectives for the business operations of the district.
Ensure the General Ledger account setup allows for efficient budget tracking and reporting.
Assist departments and campuses with budget to actual monitoring
Plan and conduct needs assessments for improvement of district business operations.
Administer the business office budget and ensure that programs are cost effective and funds are managed prudently.
Administer the business office, district wide, debt, workmans compensation budgets and ensure that programs are cost effective and funds are managed prudently
Provide leadership to achieve cost-effective practices throughout the district.
Ensure accurate and efficient business operations that support the districts goals and objectives.
Responsible for timely and efficient fiscal year end close and year end processes.
Oversee all external, IRS, TRS, Federal grant and state audits.
Review monthly, quarterly and annual budget and financial reports for Board of Trustees


Policy, Reports, and Law

Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations.
Compile, maintain, and file all physical and computerized reports, records, and other documents required.
Prepare and evaluate monthly financial statements and related budget reports.
Prepare and publish comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) standards.
Develop semi-annual financial information for submission of data to TEA as needed.
Prepare quarterly and final reports for all federal or grant funds.


Purchasing and Inventory

Maintain accurate and current computerized inventory records of the districts fixed and movable assets.
Supervise maintenance of a timely replacement cost-asset listing for insurance purposes.
Approve purchase requests based on compliance, budget availability, and efficient use of district funds.
Assist in the review and preparation of requests for proposals and bids as needed.


Personnel Management

Prepare, review, and revise business department job descriptions.
Select, train, evaluate, and supervise business staff and make recommendations relative to assignment, retention, discipline, and dismissal.
Conduct annual performance evaluations for all staff assigned to department.


Community Relations

Demonstrate awareness of district and community needs and initiate activities to meet those needs.

Salary Range: $84,427 - $102,960
