Primary Purpose:
Assist in the management of Region 10 ESCs financial accounting system and selected aspects of business operations including cash management, ensuring federal compliance, investments, and auditing.

Duties & Responsibilities:

Financial Accounting:
Assist in managing the financial accounting system to ensure that the books are accurate and balanced
Manage the monthly balancing and closing procedures
Stay informed on any newly issued GASB statements and perform required calculations for booking
Assist CFO in year-end processing
Monitor budget uploading in accounting software
Record and manage asset management reports for capitalized and inventoried items purchased.

Budget Preparation and Management:
Assist in preparation of planning and allocation information documents for departmental preparation of the annual budget
Monitor budget uploading in accounting software
Assist in the preparation of the official and amended budget for Chief Financial Officer to present to the Region 10 Board of Directors for approval

Cash and Investment Management:
Assist in utilizing the TEA WEB-ER payment and reporting system for cash requests to minimize the demand on Region 10 funds
Track and account for any investments to assist in reporting to the Board of Directors
Perform bank reconciliations on cash and investment accounts for accurate information
Monitor collateralization for Region 10 deposits to make sure all deposits are insured
Monitor daily cash balances to determine if excess funds should be transferred to higher yielding investment accounts and ensure adequate liquidity
Attend required Investment Officer training
Code daily deposits from TEA and other grant awarding agencies
Send ACH and Positive Pay files to bank
Qualifications: Education/Certifications:
Bachelors Degree in Accounting, Business Administration, or Finance
Professional Certification (CPA) preferred
Investment Officer Training as required by State Law

Experience:
Three years or more of governmental/financial accounting, preferably in Texas with a school district or Education Service Center, or equivalent auditing experience (preferred)
Experience with federal/state grants and programs required
Salary Range: $70,000 - $92,000 - $110,000 (Salary estimate based on experience and skill set)
Benefits: 36-hour work weeks, up to 21 holidays, 10 earned personal leave days, 10 vacation days and the ESC pays $500.00/month as a contribution to assist with health insurance.
