Position Purpose

Directs and manages the purchasing activities of the District. This individual ensures compliance with applicable state and federal laws and regulations governing school district purchases of goods and services.

ESSENTIAL JOB FUNCTIONS

Program Management
Oversees purchase of materials and equipment for the district by competitive bids, competitive sealed proposals, and requests for proposals, government catalog contract purchases, informal quotations, and negotiations following established district criteria and in compliance with state purchasing rules.
Oversees preparation of all bidding documents, including notice and instructions to bidders, specifications, and forms of proposal.
Evaluates and analyses formal bids and makes recommendations for awarding contracts to chief financial officer to obtain school board approval.
Obtains and evaluates comparative prices and quotations. Makes purchasing decisions based on information obtained.
Develops vendor and bidder lists; approves all vendor additions.
Approves purchase orders and monitors all purchase requisitions to ensure accuracy of information, calculations, and coding.
Administers contracts and handles adjustments with suppliers, including replacement of material not conforming to specifications, cancellation of orders, and receipt of proper credit.
Administration
Works cooperatively with district personnel to determine specific requirements and assists in locating necessary goods and services.
Compiles, maintains, and files all physical and computerized reports, records, and other documents required, including auditable accounting records.
Develops and manages the purchasing budgets equitably to support and maintain quality district procurement programs.
Safety

Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities

Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Travel Requirements

Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards

Tools/Equipment Used: Standard office equipment, including computer and peripherals.
Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
Lifting: Occasional light lifting and carrying (less than 15 pounds).
Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
Attendance: Regular and punctual attendance at the worksite is required for this position.

Qualifications: Minimum Required Qualifications

Education:
Bachelors degree from an accredited college or university in Business or Accounting
Certification/License: Valid Purchasing Manager or Texas Association of School Business Official Certification required.
Experience:
5 years experience in purchasing
