Description/Notes: Primary Purpose:
To assist with the implementation and coordination of services and program elements in the federal and state grant programs in collaboration with district staff.

Qualifications:
Education/Certification:
Masters degree in educational administration
Valid Texas administrators Certification

Special Knowledge/Skills:
Strong organizational, communication, public relations, presentation, and interpersonal skills
Knowledge of federal regulations and state guidance on Title and SCE programs
Knowledge of Title program application and compliance procedures
Knowledge of program improvement strategies and at-risk indicators
Skills in interpreting the application of law and regulations pertaining to Federal and State funds
Advanced skills in analyzing financial activities, budget analysis and preparation and applying appropriate resolution to problem situations.
Ability to organize and manage multiple complex tasks simultaneously and independently to meet deadlines.
Ability to perform duties with attention to detail, speed, accuracy, follow through, courtesy, cooperativeness, and work with minimal supervision
Ability to evaluate programs as related to Federal and State funding
Knowledge of state and federal accountability standards and requirements

Experience:
Experience in federal and/or state program management, required
Experience in instructional leadership roles, preferred
Experience in working with title/grant programs, preferred

Program Management
Assist campus and departments with documenting federal and state expenditures in alignment with identified needs from the comprehensive needs assessment in the campus/department improvement plan.
Evaluate all federal and state legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district.
Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives and budget for federal and state programs.
Review and ensure accuracy of standard applications, amendments and compliance reports for federal funds to the Texas Education Agency (TEA).
Monitor all requests for projects and programs requiring federal and state money.
Ensure compliance with the private non-profit notification, budget planning, monitoring and reporting.
Monitor campus improvement plans for Title I campuses to ensure all components of schoolwide campuses are in the plans.
Manage the annual Title I evaluation and participate in district planning meetings for federal and state funds
Support campuses in Title I parent involvement programs and activities
Monitor migrant services and compliance reporting.
Review and revise applicable program handbooks and forms to ensure compliance.
Maintain Federal Programs Webpage with required postings and internal B*Connect resource page.
Anticipate potential problems and develop processes or procedures to prevent or address them.

Budget and Inventory
Compile budget and cost estimates based on documented program needs.
Monitor federal and state programs and related expenditures to ensure program costs are reasonable, necessary, allowable and in compliance with regulations and guidelines.
Monitor campus inventory purchased with federal funds.
